During the first lecture, the technical cultural producer, Ana Clarissa Fernandes, addressed the documentation of the Annual Resource Application Plan (PAAR) and the steps necessary to implement PNAB resources. In the second lecture, the general coordinator of Interfederative Transfers of the Ministry of Culture (MinC), Marco Henrique Borges, clarified doubts about the preparation of planning for the application of the resources of the Aldir Blanc 2 Law.
The importance of monitoring the actions developed by municipalities was highlighted as a crucial step for the success of the PNAB. During the event, cultural technicians and culture makers discussed strategies for monitoring and analyzing cultural projects, aiming to ensure transparency in the resource application process.
According to the superintendent of Creative Economy, Promotion and Incentive to Culture, Natália Teles, this moment was essential to resolve doubts and enable good planning in the application of resources. The training promoted by AMA instructed cultural agents in the process of responsible execution of the resources of the Aldir Blanc 2 Law, highlighting the benefits that cultural initiatives can generate for the community, such as socioeconomic and cultural development.
The Secretary of Culture of Penedo, Teresa Machado, highlighted the importance of training for municipal managers, highlighting the guidance provided on planning and preparation to meet the deadline for sending documentation and executing PNAB resources by the end of 2024. For the Secretary of Culture of Maribondo, Lucineia Almeida, the event will contribute to the economic and socio-cultural development of the municipality, promoting local culture.
Several municipalities were present at the event, such as São Miguel dos Campos, Rio Largo, Olho d’Água das Flores, Viçosa, Belém, Delmiro Gouveia, Maribondo, among others. The PNAB, also known as the Aldir Blanc II Law, emerged as a public policy created by the Federal Government with the aim of promoting social development through culture, with continued transfers to the states, Federal District and municipalities over five years.
The Secretary of State for Culture and Creative Economy, Mellina Freitas, highlighted the historical importance of the PNAB in structuring the federative culture financing system. With the encouragement of the Federal Government, projects and programs that promote cultural diversity will have the opportunity to get off the ground, strengthening culture and the creative economy in Alagoas and throughout Brazil.
