Olympic Training Center receives improvements for Ibero-American Athletics Championship

The State Comptroller General (CGE) made available this week to bodies and entities of the State Executive Branch the 4th cross-checking of data from the CGE Alerta system, referring to operations in the areas of personnel, finance, planning and budget that occurred during the month of April. This month a new track was implemented in the system, that of agreements and transfers.

“CGE Alerta” is a tool for monitoring and correcting inconsistencies in state agencies and entities that cross-references data from various corporate systems with the aim of identifying unusual situations that require corrective actions from the agency manager.

In the personnel area, leaves of absence lasting more than 24 months, job abandonment and habitual non-attendance were verified. In the financial area, the system investigated daily payments without reporting and advances without reporting. The budgetary execution of priority government programs was also verified, in addition to agreements without accountability.

Daily payments without accountability is the path that showed the greatest reduction in inconsistencies. In this item, the Health and Communication departments reduced pending issues by 100%. The Department of Culture, Sports and Leisure (Secel) and the Department of Environment (Sema) had reductions of over 50%. The Education (Seduc) and Economic Development (Sedec) portfolios were between 20% and 30%.

It is worth highlighting that the Civil House, the Research Support Foundation (Fapemat), the Institute of Weights and Measures (Ipem) and MT Saúde did not present any inconsistencies in these first four rounds of CGE Alerta in any of the six tracks in operation. Funac, Secom, PGE, MTPrev and Jucemat had less than ten alerts in the same period.

In total, 1,714 alerts were generated in April. The new trail of expired agreements alone presented 227 alerts, which are mainly concentrated in Secel, Seduc, Sinfra and Seaf.

When considering only the five tracks that had data crossing in the four months of system implementation, what can be observed is a growth of around 15%, mainly impacted by the increase in daily alerts without accountability, which grew by the same percentage .

When an inconsistency is found, the system sends an email to the agency’s manager alerting them to the incident and suggesting a list of measures to be taken to immediately correct the situation. This proactive approach allows the responsible areas to act quickly, even before regular intervention by the CGE or other control bodies.

Developed by the CGE Intelligence Unit, the system reinforces its commitment to modernizing internal control processes, providing greater agility and efficiency in identifying and correcting inconsistencies, as part of the mission to contribute to the improvement of public services through improvement of control systems.

“CGE Alerta represents a significant advance in the transparency and efficiency of public management. With this tool, the State strengthens its ability to detect and act proactively in the face of possible inconsistencies, ensuring greater integrity and responsibility in the administration of public resources”, highlights the controlling secretary general, Paulo Farias.

The system launched in February is working in the areas of personnel, finance, agreements and transfers and planning and budgeting. However, other trails are under development by CGE.
