Governor forwards projects to Alba to pay Education court orders in Bahia

The State Government sent two bills to the Legislative Assembly of Bahia (Alba) with the aim of regulating the distribution of approximately 1.5 billion reais from the 3rd installment of court orders that are being paid to the State by the Union, as a form to complement the Fundef funds not transferred, between 1998 and 2006.
The projects were sent last Thursday (2). One of them guarantees the allocation of more than R$900 million – that is, 60% of the amount reimbursed to the State this year – to pay all teachers and pedagogical coordinators who worked in basic education from January 1998 to December 2006.
In this case, the project proposes that the allowance be calculated in proportion to the working day and the period of actual exercise within this time interval. The forecast is to benefit 87,289 people, including professionals who have already left the State and also heirs of deceased civil servants.
The other project foresees the allocation of 30% of this year’s resources – or the equivalent of around R$ 450.4 million – as an extraordinary bonus, to be distributed, equally, by workload, to around 85 thousand teachers and State pedagogical coordinators, including active employees, retirees and professionals hired through the Special Regime of Administrative Law (REDA), regardless of whether or not these workers worked during the period of error in the transfer of Fundef funds.
The proposal is that the payment of this extra bonus be made in a single installment, calculated in proportion to the workload completed by the server. For those who work 40 hours, the installment value will be R$ 6379.47.
It is worth noting that the more than 51 thousand civil servants who were working at the time of the incomplete transfers and remain in the State – whether active or inactive – should, with the approval of the project, receive both allowances.
After approval of the bill, decrees and ordinances will be published with rules on payment. Immediately afterwards, measures will be taken to make the respective payments.
Transfers
In 2022 – when the first transfer from the Union to the State occurred –, Bahia allocated around R$1.4 billion in resources from Fundef court orders to more than 87 thousand beneficiaries. Last year, the Government paid the second installment, allocating R$1.36 billion. With the approval of the third transfer legislation, Bahia will have allocated more than R$4.2 billion to pay court orders to educators.
