Traffic, dairy production and the environment: check out the issues of the week in the Assembly

The agenda of the Legislative Assembly of Paraná will highlight several topics next week in solemn sessions and public hearings, in addition to plenary sessions and committee meetings, delving into topics of relevance to the state’s population.

The program begins with the opening of Yellow May, an international awareness movement to reduce accidents. In Paraná, the campaign was officially established by State Law No. 18,624/2015, by deputy Hussein Bakri (PSD), who will use the Grande Expediente, Monday (6), at 2:30 pm, to talk about the campaign, whose theme this year is “Peace in traffic starts with you”.

At 6 pm, in the Plenary, deputy Alexandre Curi (PSD) will bring together milk associations and cooperatives to discuss the “Challenges and Solutions for the Dairy Sector in Paraná”. The drop in the price of milk paid to producers, high production costs and, mainly, the import of powdered milk are some factors that triggered the crisis in the sector.

Paraná is the second largest milk producer in Brazil, with more than four billion liters. Furthermore, the segment represents the most important production chain for family farmers in the State. Brazil is the third largest milk producer in the world, with more than 34 billion liters per year, with production in 98% of Brazilian municipalities, with a predominance of small and medium-sized properties.

A solemn session on Tuesday (7) will honor pastor Luiz Roberto Silvado, with the award of the Title of Honorary Citizen of the State of Paraná. The proposal is from deputy Fabio Oliveira (Podemos) and takes place at 7 pm, in the Plenary, also in recognition of the pastor’s 35 years of ministry at the head of the Bacacheri Baptist Church.

Future of sport

The future of public policies for sport in Paraná is beginning to be discussed in the Legislative Assembly of Paraná. A public hearing will bring together representatives of the Government, through the State Secretariat for Sport, the State Sports Council of Paraná and the Sports Commission of the Legislative Assembly to begin a cycle of debates with the sports and parasports community on the “ Paraná Ten-Year Sports Plan 2026 – 2036”.

The objective of the Executive Branch is to present, in the first half of 2026, a bill with guidelines such as training, sporting excellence, physical activity and sports financing. The event is open to athletes, coaches, sports managers and directors, businesspeople, sponsors, specialized media and the community interested in the topic.

The proponent is the president of the Assembly’s Sports Committee, deputy Thiago Bührer, and the event takes place in the Plenary at 2 pm, on Wednesday (8).

On the same day, at 6 pm, deputy Samuel Dantas (8) will deliver tributes in recognition of the contribution of entrepreneurs from Paraná to the state. The formal session in the Plenary will be at 6:30 pm.

On Thursday (9), at 2 pm, the lecture “State legislative process” will take place. The event is exclusive to students of the Public Policies and Legislative Power extension course at the Federal University of Paraná (UFPR), and will be taught by the legislative director and director of the Legislative School of the Assembly of Paraná, Dylliardi Alessi.

To close the week, the “Present, Past and Future of the Superagui National Park” will be the subject of a public hearing, Friday (10), at 9 am, in the Legislative Auditorium. The event, proposed by deputy Goura (PDT), is part of the celebrations of the 35th anniversary of the creation of the national park and is “very important to draw attention and discuss the uses of this conservation unit that is so important for the biodiversity and culture of our Coast Paraná”.

The Superagui National Park was created by a decree on April 25, 1989 and its limits were expanded in November 1997, going from 21,400 hectares to almost 34 thousand hectares. The park is the only federal Conservation Unit in the state of Paraná, with more than 40 km of beaches and extensive strips of preserved mangroves on the border between Paraná and São Paulo.

Plenary Session

State deputies will meet next Monday (6) and two items will begin to be processed in the Plenary. One of them grants the Title of Meritorious Citizen of the State of Paraná to Berenice Piana, as a “fair and deserved tribute for her tireless work in favor of the rights of autistic people”.

The justification comes from deputy Flávia Francischini (Union), who signs proposition 204/2024. The honoree is co-author of Federal Law No. 12,764/2012, which is called the Berenice Piana Law and recognizes autism as a disability. The normative instrument became a reference, establishing the National Policy for the Protection of the Rights of People with Autism Spectrum Disorders and provides for community participation in the formulation of public policies aimed at autistic people.

Bill 1009/2023, by deputies Reichembach (PSD) and Luiz Fernando Guerra (Union), grants a Public Utility Title to Pato Pescador – Sport Fishing, in Pato Branco;

Second discussion

Six initiatives will be considered in a second round of voting. Two of them deal with opening credit for two public administration departments. Bill 250/2024, from the Executive Branch, requests the approval of the opening of special additional credit in the amount of R$18.5 million to the budget of the State Secretariat for Culture. The purpose of the measure is to create cultural projects supported through the Execution of Federal Promotion Laws, related to the implementation of the Aldir Blanc National Policy as an instrument for promoting and universalizing access to culture.

Project 251/2024 requests the approval of the opening of special additional credit, in the amount of R$ 212 thousand, to the budget of the State Secretariat for Public Security. The objective is to allocate necessary resources for the regularization of land destined for the Paraná Military Fire Department, in the Industrial City of Curitiba.

Bill 254/2023, by deputy Tercilio Turini (MDB), names the Aristides de Caires highway, PR-536 in the section that connects the municipalities of Prado Ferreira and Cambé.

Authored by deputy Ney Leprevost (Union) and deputy Mabel Canto (PSDB), bill 452/2023 establishes State Guidelines for Comprehensive Care for Congenital Heart Diseases in the Unified Health System (SUS).

Bill 516/2023, by deputy Ademar Traiano (PSD), grants the municipality of Florida the title of Toy Capital

And, to top it off, bill 613/2023, by deputy Cloara Pinheiro (PSD) and deputy Gugu Bueno (PSD), establishes unilateral hearing loss as a disability.

Final draft

Bill 200/2024, from the Attorney General’s Office of the Public Ministry of Paraná (MP-PR), which amends and adds provisions to Law No. 20,640/2021, dealing with the legal regime of agency employees. According to the MP-PR, the modifications proposed by the project aim to improve, adapt and update the current text.
