The second day of the State Seminar on the Homeless Population, held in Florianópolis, mainly highlighted the importance of intersectoral and joint work to act effectively. Several State Government bodies participated in the debate, including Social Assistance, Health, Education and Civil Defense.

The second day of the event featured three debate tables and presentations by several professionals who highlighted the challenges that still need to be overcome and also the advances that have already been achieved.

The manager of Special Social Protection of Medium Complexity of the State Secretariat for Social Assistance, Women and Family (SAS), Jucélia Oliveira Schneider, participated in two tables and spoke about the responsibility of each technician and manager to look at the homeless population as anyone else and work to guarantee their rights. “Sometimes they are so vulnerable that they are even grateful when the technician who assists them looks them in the eye.”

She highlighted the importance of the event as a space for articulation not only between state bodies, but federal bodies, municipalities and even society itself.

The Seminar was held by the State Secretariat for Social Assistance, Women and Family (SAS), Santa Catarina Federation of Municipalities (Fecam), State Collegiate of Municipal Social Assistance Managers (Coegemas), Public Defender’s Office of Santa Catarina, Public Ministry, University of State of Santa Catarina (Udesc) and Pastoral do Povo da Rua.

State Protocol for Homeless People

Thinking about effective Public Policies, Santa Catarina has already established a working group, formed by representatives from SAS, Public Ministry of Santa Catarina, State Department of Health, State Department of Public Security, Pastoral, Coegemas and other entities that have links with the theme, to prepare the State Protocol for Homeless People in Santa Catarina, which also deals with referral to the job market.

As the state is essentially made up of small municipalities, one of the focuses has been the development of the Social Approach Service, which specializes in approaching, qualified listening and building a bond of trust with homeless people and families so that they can be served. into the social protection network, and leave the streets of their own free will.
