The Secretariat for Social Development (Sedes-DF) published, this Thursday (25), public call notice No. 2/2024 to celebrate the Collaboration Agreement with Civil Society Organizations (OSC) and expand institutional reception vacancies for the homeless population in the Federal District. There will be two thousand new vacancies, in total, to offer the Reception Service for Adults and Families in institutional shelters or overnight stays.

Proposals must be delivered with the registration form and completed forms by May 27th, during business hours, to the Headquarters Protocol Management, located at 515 Norte. More information about the notice, at www.sedes.df.gov.br.

In addition to the expansion of places in shelters, the new announcement is the launch of overnight stays, aimed at temporarily welcoming homeless people at night, from 7pm to 7am, every day, including weekends and holidays. There, they will be able to spend the night and sleep in rooms with clean beds, do personal hygiene, take a shower, in addition to having access to two meals a day (dinner and breakfast), services and benefits from the social assistance policy and other areas, such as health, education, work and income.

The opening of overnight stays was already planned, as announced by the Secretary of Social Development, Ana Paula Marra, in March, during the launch of the Federal District Government’s (GDF) action plan to welcome homeless people.

“The overnight stay will ensure that homeless people have dignity, a safe and clean place to sleep at night. It is an option to serve those people who do not accept traditional care and ensure that they have access to social assistance rights and benefits. In these overnight units, they will be able to eat their meals and will be accompanied by professionals who restore the citizen’s autonomy”, explains the manager.

The new institutional reception spaces will serve adults, between 18 and 59 years old, with people and families in different compositions, including children, adolescents and elderly people, in addition to specific groups, such as indigenous people, refugees, international migrants and other specific groups.

In the case of the institutional shelter, according to the notice, the service will be aimed at adults and families in social vulnerability who require shelter without predetermined length of stay, offering four meals a day: breakfast, lunch, snack and dinner. Reception is carried out to facilitate the process of leaving homelessness and/or the personal and social strengthening of the user through individual and group care, in addition to articulation with the social assistance protection network and rights guarantee system.

“With these two thousand new reception places, we will further strengthen our social protection network and guarantee rights for the homeless population. It is important to highlight that the expansion of the service will also serve different audiences, including migrants and indigenous people”, reiterates Ana Paula Marra.

Currently, Headquarters has 862 reception places in halfway houses for adults and families in 17 indirect execution units and two direct execution units installed in various parts of the Federal District.

Notice

The Institutional Reception Service, of the Institutional Shelter and Overnight types, is intended for adults and families who have weakened or broken family and community ties (in a situational or historical way), with a history of rights violations, who have their home on the street. living space and survival. The term of the Collaboration Agreement with CSOs is 60 months, extendable for the same period. The total quantity of the notice is two thousand vacancies, distributed in 40 lots, with each lot consisting of 50 vacancies.

The public call notice will work as follows: there will be at least a thousand places in Institutional Shelters and 200 places in Overnight Stays. The definition of the nature of the remaining 800 vacancies will consider the identified needs of the public to be served in their territories, the assessment of adherence to the overnight reception model and other needs identified at the time of entering into future partnerships.

The Envelope Opening Ceremony, by the Selection Committee, containing documentation from Civil Society Organizations, will be held on May 27th, starting at 6:30 pm. The proposals presented will be classified separately according to the type of execution. The Selection Committee will publish the provisional results of the classification of proposals within 30 days, after the end of the reception period.
