Deputy Gutierres proposes Law to expand tax benefits on the purchase of cars and exemption from IPVA for people with Autism Spectrum in Tocantins

Deputy Gutierres Torquato presented a bill in the Legislative Assembly of Tocantins that aims to expand tax benefits on the acquisition of new cars by people with disabilities or people with Autism Spectrum Disorder (ASD), as well as their legal representatives. The project proposes the exemption from Motor Vehicle Ownership Tax (IPVA) and the reduction of the Tax on Circulation of Goods and Services (ICMS), with the aim of promoting greater accessibility and inclusion.

According to the text of the project, the maximum value of the vehicle to obtain exemption from IPVA will be increased from R$70 thousand to R$120 thousand. To access the benefit, interested parties must present an official medical report certifying the condition, issued by a competent health professional. This measure seeks to adapt state legislation to current economic realities, where the prices of new vehicles have risen significantly, making it almost impossible to acquire an adapted car within the previous price limit.

Rep. Gutierres highlighted that the proposal not only adjusts tax benefits for inflation and rising car costs, but also recognizes the individual mobility needs of people with disabilities and ASD. “It is essential to ensure that everyone has the necessary conditions for an independent and dignified life. With this law, we hope to facilitate access to vehicles that meet each person’s specific needs, promoting autonomy and a better quality of life,” he explained.

This project is aligned with the principles of equality and human dignity and follows international standards for the protection and promotion of the rights of people with disabilities. If approved, the project will represent a significant step towards social inclusion and accessibility in the State of Tocantins, directly benefiting a vulnerable group in society.
