Transparency and management efficiency are highlights at the DF Health Council meeting

Managers from the Health Department presented initiatives to make the use of resources more effective. Meeting also detailed the District Health Plan

More efficient resource management, based on financial decentralization and transparency instruments for monitoring and control. This was the tone of the presentations by the Department of Health (SES-DF) during the meeting of the Federal District Health Council (CSDF), held this Tuesday (2).

“Social control is part of the Unified Health System [SUS]. It is an explanation to society”, stated the Secretary of Health, Lucilene Florêncio. The president of the CSDF, Domingos de Brito Filho, highlighted the importance of debates regarding the decentralization of resources. “In this mandate, we are focusing a lot on Regional Councils so that they are active.”

The main topic discussed at the meeting was the Progressive Decentralization of Health Actions Program (PDPAS), established in 2010 and modernized in 2023. This is an initiative to make resources available directly to the seven regional health superintendencies and district reference units . Last year alone, R$46.3 million were executed through PDPAS in the DF.

“Today we use PDPAS much more. The program has grown because the population has increased, demands have increased and the inputs are different in the units”, explained the Undersecretary of General Administration of SES-DF, Gláucia Menezes da Silveira. She presented to the counselors how resources are used and detailed new features, such as specific funds for Primary Health Care, for example.

The undersecretary of logistics at SES-DF, Maurício Fiorenza, recalled that, in addition to PDPAS, the department’s Central Administration has also made progress to guarantee the necessary inputs for the various demands of health units. “This year, for example, we were able to bid on all sizes of diapers, which will arrive from April onwards”, he recalled. Decentralization, however, remains essential to expedite urgent needs. “PDPAS is there to speed up purchasing procedures. It is a supplementary mechanism”, he added.

The meeting was also marked by a presentation of the District Health Plan for the four-year period 2024-2027. Prepared from dialogue with local managers and based on different public health scenarios in the DF, the Plan outlines strategic actions to be carried out, as well as health commitments and priorities. The CSDF detailed the guidelines, goals and indicators of the document.
