The debate on the Acre Penitentiary System and the valorization of civil servants was held this Monday, 1st, at the Legislative Assembly of Acre, and brought together several bodies and institutions such as the Institute of Penitentiary Administration of Acre (Iapen), the Public Ministry of Acre (MPAC), the Public Defender’s Office, the Brazilian Bar Association (OAB/AC), the Court of Justice of Acre (TJAC), the Torture Prevention Mechanism, the Prison Pastoral, in addition to the Civil House, the Secretariat of State and Administration (Sead), the Secretariat of Justice and Public Security (Sejusp), the Secretariat of Government of Acre (Segov) and representatives of the category, such as the union and association of criminal police officers and the Union of Administrative Servers of the Iapen.

The session, requested and chaired by state deputy Arlenilson Cunha, aimed to bring together and listen to the main components of the Penitentiary System, in order to seek solutions to the challenges encountered by the Penal Police and Iapen. On the occasion, the category’s aspirations regarding the Career and Remuneration Plan (PCCR) for employees were also discussed.

During the session, employees were given opportunities to speak, where they could explain their difficulties, needs and requests.

The assistant secretary of the Government Secretariat, Luiz Calixto, said that the State government values ​​always transparent dialogue. He highlighted that the responsibility of all agents that make up the system is great and that each step must be taken with great responsibility, therefore, each proposal will be studied carefully.

“I can say that, on the part of management, we always establish a broad and frank dialogue with the unions, with employees. We strive daily to find alternatives that strengthen the system, we are attentive to everything. We have treated these issues with great transparency, with great integrity, in the sense of not creating false expectations, of not feeding false hopes. Everything that is within management’s reach, within the State’s possibilities, we are willing to do,” he said.

Regarding the reformulation of the Jobs, Careers and Remuneration Plan (PCCR) for civil servants, one of the main demands, Luiz Calixto was categorical. “We are frank in speaking. Evidently, the category’s aspirations often cannot be met, not for lack of will, such as, for example, the reformulation and implementation of the Jobs, Career and Remuneration Plan, which is one of the category’s struggles, but we have left a lot Of course, today we have a barrier called the Fiscal Responsibility Law, so we don’t have the legal conditions to even create expectations”, he clarified.

Cristovam Pontes, deputy head of the Civil House, highlighted the achievements already achieved by the category during the Gladson Cameli government, with the general review in 2022 and general readjustment in 2023 for all civil servants, in addition to the institution of the criminal police career, and highlighted that the The government has always been available to listen and has sought improvements, so it is important to maintain this dialogue so that it is possible to jointly build the scenario that has been sought for the Penitentiary System.

“In a window of opportunity, after a lot of effort from the team, we were able to institute this adjustment. We are not here to sell paradise, to sell chimeras, but we put in the effort and make all the data and objective facts that our government has made available to civil servants”, he emphasized.

The willingness to dialogue for the best possible construction was also highlighted by the prosecutor. “Today we are above the prudential limit of the Fiscal Responsibility Law, but this does not prevent dialogue, so much so that the government, every time it was contacted, made itself available,” he stated.
