President Luiz Inácio Lula da Silva defended this Thursday (28), alongside his French counterpart, Emmanuel Macron, a multilateral debate around the governance of artificial intelligence. According to the Brazilian, the topic entered the list of bilateral agenda between Brazil and France.

“For this reason, in 2023, Brazil joined the French Partnership for Information and Democracy initiative and will continue working to promote and protect the circulation of reliable information. It is time to promote a truly multilateral debate around the governance of artificial intelligence. It is unacceptable that a new gap separates rich countries, holders of this technology, from developing countries, where simple access to the Internet remains precarious”, said Lula.

“As a symbol of the renewal of this partnership, today we adopted a New Action Plan, which extends our collaboration to new fields. Areas such as financing the ecological and energy transition, bioeconomy, agriculture, public administration, digital themes, artificial intelligence and human rights and equality gender issues will occupy our bilateral agenda. This range of issues is reflected in the more than 20 agreements we celebrate today”, he added.

Recently, the United Nations General Assembly approved, by consensus of all 193 member states, a resolution proposed by the United States on the governance of AI (artificial intelligence). The resolution states that it is necessary to close the digital gap between nations, and within them, so that everyone benefits from new technology. The text emphasizes that no one should use AI to harm peace or repress human rights.

The document highlights that “human rights and fundamental freedoms must be respected, protected and promoted throughout the entire life cycle of artificial intelligence systems.” Also according to the resolution, all member states must refrain from or cease the use of artificial intelligence systems that are impossible to control. AI systems must “operate in accordance with international human rights law.” The text also states that the same rights that people have offline must also be protected online, including throughout the life cycle of artificial intelligence systems.
