Secretary of the Civil House in Palmas explains dismissal and mass hiring of civil servants

An ordinance published by the Civil House of Palmas this Wednesday (27), in the Official Gazette of the Municipality, terminated the temporary contracts of around 1,800 municipal public employees. According to the city hall, everyone will be rehired for a set period of time.

Contracts for the following positions were terminated, effective April 1:

  • Administrative Assistant;
  • Maintenance Agent;
  • Landscaping and Afforestation Agent;
  • Works and Services Agent;
  • Landscaping and Tree Planting Assistant;
  • General Services Assistant;
  • Surveyor’s Assistant;
  • Driver;
  • Mechanic;
  • Heavy Machinery Operator;
  • Health Assistant: (General Services Assistant; Health Services Assistant; Nursing Assistant; Administrative Assistant)
  • PA-A;
  • PA-B;
  • PA-D;
  • Educational Administrative Technical Assistant;
  • Educational Administrative Agent;
  • Educational Transport Agent.

Termination does not apply to current contracts whose occupants are pregnant.

According to the municipality, the terminations are part of a planning for outsourcing public services linked to core activitiesthat is, one that is not the purpose of the body, but serves to support the final service.

“They were placed on extinction. All employees in these positions are protected. What was put into extinction was due to the vacancy in these positions. If the position becomes vacant, it is extinguished within the structure of the municipal public administration”, explained the secretary of the Civil House, Gustavo Bottós, in an interview with TV Anhanguera.

The city hall’s objective is that as soon as there is a vacancy, these services will be outsourced. Two tenders are already scheduled for the month of April.

“For management to modernize and promote the outsourcing of some activities, such as maintenance, catering and reception services, it cannot have these positions within its structure,” he said.

The planned tenders are for contacting third parties for the Department of Education and the Department of Planning, which will cover services from all departments. The secretary states that during the transition activities will not be discontinued.

“We carried out these automatic terminations by ordinance due to the positions having been placed on extinction as of March 31st and we rehired them for new functions provided for in provisional measure 02, of the 15th. [de março]”, he stated.

According to the secretary, outsourcing will not impact ongoing competitions or those still planned, such as education. This is because only secondary activities will be outsourced and not final services.

Diary brought hirings and rehirings

This Wednesday’s Official Gazette (27) brought several employee hires. One of the orders is for the role of classroom assistant, with only a three-month contract expected.

Hundreds of people were also hired for the position of general assistant. In this case, part of those hired will be for a period of six months from April 1st. Others will be contacted for three months, between April and June 2024.
