Educational opportunities in Mato Grosso do Sul were classified as “critical” by the Ioeb (Brazilian Education Opportunities Index) of 2023, registering an index below the national average and showing no growth in the last two years.

According to data released by the organization Roda Educativa, responsible for managing the indicator, while the national median is 5.1, Mato Grosso do Sul presented an index of 4.8. The last time the State recorded an increase in the index was from 2019 to 2021, when it went from 4.7 to 4.8.

The 2023 Ideb also points out that 22 municipalities in Mato Grosso do Sul were classified as ‘critical’ or requiring ‘attention’. According to Roda Educativa, municipalities in critical situations are those that offer fewer educational opportunities to their children and adolescents and have not been able to advance.

An example is the municipality of Laguna Carapã, 305 km from Campo Grande, which had a 10% decline in the index between 2023 and 2021. The municipalities that need ‘attention’ are those that recorded an Ioeb index above the median nationally, but there were few advances or even setbacks in 2023 compared to 2022.

This is the case of Nova Andradina, located 298 km from the Capital, which presented an index close to the national average, equivalent to 5.0. However, at the same time, it recorded a 0.9% decline in the index between 2023 and 2021.

In the case of Campo Grande, the Ioeb index was assessed as “under development”. Despite not showing growth in relation to the previous biennium, the Capital had an increase of 2.7% in the educational results index.

The national Ioeb grew from 4.85 in 2019 to 5 in 2021 and 5.1 in 2023. The organization states, however, that the positive variation fell when comparing the four-year period 2019-23 (4.3%) with the four-year period 2017-21 (8.9% ).

What is Ioeb? – In contrast to Ideb (Basic Education Development Index), which is mainly based on student grades, Ioeb’s proposal is to expand the scope of assessment.

The index is made up of a set of factors and their respective weights, divided into educational inputs, essential for good educational performance, and educational results, which cover aspects such as attendance, learning and academic achievement.

Ioeb incorporates data from Ideb, information from the School Census and other relevant data, such as teacher training.
