Medicine for erectile dysfunction, vaccines, anxiolytics: which medicines may have tax reduction or exemption with tax reform | Economy

The federal government sent to Congress on Wednesday (24) a bill regulating tax reform on consumption. The reform was approved and promulgated at the end of last year, but it only dealt with general guidelines. Now, the regulation addresses specific topics.

The regulatory bill includes a list of 850 medicines that would have reduced taxes. Another 383 would be exempt from taxes, according to the text. In practice, reducing or exempting taxes should prevent products from rising, but this also depends on pharmaceutical companies passing on the drop in taxes to the consumer.

If the proposal is approved, the list of medicines with reduced tax will be taxed at 40% of the so-called “general rate”, that is, 40% of the average taxation level.

This general rate – for all products that do not have specific rules – should be 26.5%, according to an estimate from the Ministry of Finance. In the case of medicines on the list, the total tax charged would be lower, around 10.6%.

The Secretary of Finance for tax reform, Bernard Appy, states that, with the approval of the proposal, there will be “a relevant reduction in costs” of medicines.

“Not only rates, but today there is a cumulative nature that will cease to exist. When the medicine has ICMS [atualmente] and goes to a reduced rate, there is a large reduction [no peso dos tributos], from 20% to 10%. If it already has a zero rate, it remains exempt, but it gains because it is no longer cumulative,” he stated.

The list of medicines that may have their rates reduced, according to the government’s proposal, includes (see full list below):

  • tadalafil: Helps increase blood flow to the penis and can help men maintain an erection.
  • prednisone: has anti-inflammatory, antirheumatic and anti-allergic effects.
  • omeprazole: used, for example, to treat stomach and intestinal ulcers and reflux esophagitis.
  • lorazepam: anxiolytic (with a calming effect).
  • losartan: blood pressure medicine.
  • metformin: used in the treatment of diabetes.

Already the list of medicines with zero tax (full list below)according to the project, includes, for example:

  • vaccines against Covid-19, dengue and yellow fever are also exempt.
  • sildenafil citrate: indicated for the treatment of erectile dysfunction.
