New deadline for using Covid resources in other health actions sanctioned – News

Managers will be able to change the destination of resources

The President of the Republic, Luiz Inácio Lula da Silva, sanctioned Complementary Law 205/24, which authorizes the use of resources intended to combat Covid-19 in other health actions. The text extends until December 31, 2024 the deadline for states and municipalities to transfer remaining balances of amounts transferred by the National Health Fund (FNS) to local health funds to combat the disease.

The law, published in the Official Gazette of the Union this Friday (10), originates from Complementary Law Project 175/23, by congresswoman Flávia Morais (PDT-GO), approved by the Chamber of Deputies and the Federal Senate.

The rule also allows managers of the Unified Health System (SUS) to change the allocation of other resources transferred by the FNS to local health funds, without following the objects and commitments to which the money was previously linked. This will apply to transfers made until December 31, 2022 in regular and automatic transfers. This money can also be reapplied by the end of this year.

State, Federal District and municipal managers must inform the Ministry of Health of the new allocation and subsequent budgetary and financial execution. If governments do not fulfill this obligation, they will not be able to count on the reprogramming of resources previously transferred and not yet used.

The text also establishes that the Ministry of Health must update its expenditure data on the department’s actions, ensuring the dissemination and fidelity of information on the application of resources.

The law may favor the direct purchase of inputs, such as repellents, without municipalities having to return the resources to the federal government and request a new transfer.
