Publication addresses PIM adaptations based on monitoring and evaluation actions

The ability to adapt to new circumstances through the Better Early Childhood Program (PIM), of the State Department of Health (SES), was the subject of a publication prepared by the Center for Learning in Assessment and Results for Lusophone Africa and Brazil. With the title “From Theory to Change”, the material shows how the construction of the Theory of Change was fundamental to face the challenges during the covid-19 pandemic.

The Theory of Change is an instrument that assists in the process of explaining the connections between implemented actions and expected impacts, providing a roadmap for implementing and evaluating public policy. Its components include the identification of results, the definition of intervention strategies, the mobilization of resources, coordination with partners and the continuous evaluation of processes.

As the publication presents, the importance of building a Theory of Change for PIM lies in the need to understand and clearly communicate how the program’s activities and interventions contribute to improving its desired results: strengthening positive parenting, child development and access to the service network.

The Learning Center for Assessment and Results for Lusophone Africa and Brazil (FGV EESP CLEAR) is one of the six regional centers that make up the CLEAR Initiative, a global action by several entities and countries that aims to improve policies and programs through strengthening Monitoring and Evaluation capabilities and systems.
