The Legislative Assembly of Espírito Santo approved, on Wednesday (8), Bill 517/2019, which proposes that elderly people, aged 60 or over, be exempt from paying the rotating parking fee, in areas where there are parking meters in the State, for a period of three hours.
Authored by state deputy Fabrício Gandini (PSD), the benefit, if sanctioned by governor Renato Casagrande (PSB), will be exclusive to rotating street parking, granted by city halls, and will not be linked to private establishments.
According to the project, to obtain the right to free rotating parking, elderly people must obtain their identification from the municipal departments, which will be responsible for complying with the law.
To access the benefit, the elderly person must attach copies of their CPF, Identity Card or Driver’s License and fill out the request to park in a special space. An amendment, by the author himself, guarantees a period of 120 days for city halls to adapt to the new law.
“The idea is for us to expand the right, following the Elderly Statute. These are people who often have difficulty moving around, in addition to having to look for a space, they need to get around to it, which becomes more difficult with age. Not to mention that it is a technology that, sometimes, they do not master. Everything that is done to help is important”, declared Gandini.
What the Statute says
According to the deputy, the 2003 Elderly Statute already establishes the rights of senior citizens, specifying the right to life, freedom, respect, dignity, food, education, health, safety , culture, sport, leisure, social security, social assistance, housing, transport, etc.
Gandini’s proposal highlights, in its article 2, that “the elderly enjoy all the fundamental rights inherent to the human person, without prejudice to the full protection provided for in the Statute of the Elderly, ensuring, by law or by other means, all opportunities and facilities, to preserve their physical and mental health and their moral, intellectual, spiritual and social improvement, in conditions of freedom and dignity”.
