Guidelines for caring for people with respiratory diseases receive favorable opinion

Projects on hearing exams for newborns and on the Care Policy for People who Stutter are also advancing.

The Health Commission of the Legislative Assembly of Minas Gerais (ALMG) received a favorable opinion on Bill (PL) 1,515/2023, which establishes guidelines for structuring care line in respiratory diseases serious cases within the scope of the SUS. At this Thursday’s meeting (9/5/23), the rapporteur, deputy Arlen Santiago (Avante), voted for the approval of the matter in the form of substitute nº 1, which he presented.

Originally, the project, authored by deputy Lucas Lasmar (Rede), intended to structure a line of care for respiratory diseases, determining, for example, the institution of reference services. The Health Commission’s opinion, however, considered that such diseases have a dynamic nature, with local and temporal specificities, and, therefore, must be standardized in the infralegal context. In this sense, he cited SUS deliberations that address the issues.

Despite this, the rapporteur considered it opportune to highlight the guidelines of the Line of Care for Serious Respiratory Diseases, already approved by SES/MG, with the aim of strengthening assistance to patients with this condition. Such guidelines have been listed in the substitute and include, for example, the guarantee of comprehensive assistance and the promotion of interdisciplinary action in lines of care.

Hospitals that deliver babies must carry out hearing tests on newborns

PL 799/2015, from deputy Arlen Santiago (Avante), also received a favorable opinion, which provides for the carrying out of exam to detect hearing impairment in children and takes other measures. The rapporteur, deputy Tito Torres (PSD), voted for the approval of the matter in the form of substitute nº 2, which he presented.

The new text takes into account the recommendations of the Ministry of Health and the State Department of Health in relation to diagnostic tests for hearing impairments in newborns. According to the new proposed text, “hospital establishments in the State’s public network that carry out obstetric procedures will test Evoked Otoacoustic Emissions – EOAE – in children born on their premises, preferably in the first days of life, in accordance with the screening care guidelines neonatal hearing aid from the Ministry of Health”.

Advances Care Policy for People who Stutter

At the same meeting, PL 3,918/2022, from congresswoman Leninha (PT), received a favorable opinion, which establishes the State Policy for Attention to Stuttering and People Who Stutter. The objectives of the policy include, among other actions, the promotion of activities in the public education network to clarify the condition, the guarantee of care in the health network and the promotion of periodic campaigns to clarify the causes of stuttering.

The text had already received substitute no. 1, from the Constitution and Justice Commission, which removed the institution of the State Stuttering Attention Week from the project and changed the organization of the articles. The Health Commission suggested accepting this new text, with the addition of amendment no. 1, which it presented. The device aims to conceptualize multidisciplinary care, which should be offered to people who stutter. This should be understood as “treatment carried out by professionals from different areas, with complementary experiences, who act independently”.
