Civil society organizations receive guidance on expanding institutional reception places

Around 60 people participated this Thursday (9) in a virtual public hearing promoted by the Secretariat for Social Development of the Federal District (Sedes-DF) to clarify how the offer of two thousand new institutional care places for people in situations of street, according to public notice nº 2/2024. Places will be offered for reception in an institutional shelter, a model already adopted in the Federal District, and in the overnight modality, the new feature of this notice.

The collaboration agreement aims to implement, execute and maintain the Child Care Service for Adults and Families for 60 months, extendable for the same period. CSOs that will provide the service must be registered with the Social Assistance Council (CAS-DF). If they do not have registration to provide the reception service, they must submit a request.

In the case of institutional shelter, the target audience is adults, aged between 18 and 59, and families in different compositions, which may include children, teenagers and elderly people. Shelters may be offered to specific audiences, such as LGBTQIA+, migrants/refugees, indigenous people and others with specific needs. The units normally serve up to 50 people. According to specific cultural needs, this criterion can be relaxed.

CSOs can present different proposals for the two modalities. One of the differences of this notice is that, in order to offer these vacancies, Sedes establishes that the units are installed in areas of the Federal District where reception spaces are allowed, as determined by the Land Use and Occupation Law (Luos), preventing are installed in residential areas focused exclusively on single-family homes. This is a distinguishing feature of this notice.

In the case of overnight stays, the focus is on serving adults. Other audiences only in emergency cases. The overnight stay will be open daily from 7pm to 7am, including weekends and holidays. The objective is to offer a space for homeless people to sleep with dignity, in a clean bed, take a shower, use the bathroom at night and have two meals: dinner and breakfast. The forecast is that there will be greater turnover in this service, serving different audiences every day, with the need for more cleaning and hotel supplies, for example.

The total quantity of the notice is two thousand vacancies, distributed in 40 lots, with each lot consisting of 50 vacancies. There will be at least a thousand places in Institutional Shelters and 200 places in Overnight Stays. The definition of the nature of the remaining 800 vacancies will consider the identified needs of the public to be served in their territories, the assessment of adherence to the overnight reception model and other needs identified at the time of entering into future partnerships.

Proposals must be delivered with the registration form and completed forms by May 27th, during business hours, to the Headquarters Protocol Management, located at 515 Norte. All documents relating to the notice are available on the Sedes website.
