Floods: the important gestures of the Legislative Assembly

At a time when internet narratives and empty speech in a video on social media seem to have more value than reality itself, it is necessary to highlight the stance of the Legislative Assembly of Santa Catarina. Faced with all this tragedy that is plaguing Rio Grande do Sul and that also spread to SC, SC deputies responded with practical gestures and less nonsense.

Alesc did its part and allocated R$5 million of its budget to the State Civil Defense to help the municipalities in Santa Catarina that were hit by the rains last week. They are from Santa Catarina from the West, who, like the Gauchos, had their houses destroyed and were harmed by the waters. A total of 33 municipalities were affected.

The president of Alesc, deputy Mauro De Nadal, also recalled the difficulties faced by Rio Grande do Sul, which is suffering from torrential rains and floods throughout Greater Porto Alegre. He recalled that, for the neighboring state, it is possible to make donations to the Rio Grande de Sul State Government’s Pix (Chave Pix CNPJ 92.958.800/0001-38). “All help, no matter how humble, is important in this time of pain and difficulty. May everything be rebuilt and may God bless us with better days”, said De Nadal.

Civil Defense Fund

It is in the Legislative Assembly that a very important project in terms of prevention is also being processed. Generally, climate tragedies are reflected upon when they happen and after they pass, everyone forgets. However, at Alesc there is a proposal about to be approved that increases the money in the hands of Civil Defense aimed at prevention.

The measure, which has been in progress since August 29, 2023, is authored by the deputy and president of the Constitution and Justice Commission (CCJ), Camilo Martins (Podemos). In an extraordinary meeting, the CCJ approved, this Wednesday (8), the admissibility of the Proposed Amendment to the Constitution (PEC) 006/2023, which increases and makes mandatory the transfer of resources to the state Civil Defense fund. During the afternoon it was also unanimously approved in plenary.

“Today, when cities are destroyed by climate events, it takes a long time before the municipality can count on financial support. And with this fund we will not only have the resource guaranteed, but it will also arrive more quickly in the municipalities at times when they need it most and do not have the amount to recover the damage”, reinforces deputy Camilo.

Deputy Camilo Martins explains that the objective of the proposal is to increase the percentage of revenue allocated to Civil Protection and Defense from 0.27% to 0.5% and establishes the transfer in the form of a twelfth, which guarantees that the value remains unique and exclusively for investment in prevention and recovery after natural disasters. Currently the fund is regulated by Law No. 8,099 of 1990, amended by Law No. 16,418 of 2014, but the lack of the prerogative of this periodic transfer system means that, normally, there is no resource available.

Proposal processing

Representative Camilo Martins presented the proposal in August 2023, since then on September 5, 2023, a member requested views in the office. In light of the tragedies in Rio Grande do Sul, deputy Camilo made an appeal at the CCJ meeting, this Tuesday (7), for the project to return to the agenda and the request was accepted. Now, the process continues at Alesc and the PEC returns to discuss the merits in the committees. “The idea is to build consensus with the other powers to guarantee the resource for civil defense as a twelfth”, said the deputy.

Take advantage of other people’s tragedy

Councilor Gabrielzinho (PL) is demanding that Procon of Florianópolis monitor the increase in the value of basic food baskets and water. The councilor came to the attention of numerous reports of price increases in establishments that sell essential day-to-day inputs, especially at the current time of the tragedy that occurred in Rio Grande do Sul. “It is unacceptable that at this moment establishments increase the items of basic needs such as water and food baskets. The massive purchase of these products, mainly to donate to the State of Rio Grande do Sul, cannot be exploited in this way,” said Gabrielzinho. Procon should soon carry out an inspection of the establishments mentioned in the complaint.

The precarious situation of garbage collection in the Capital (due to the change in the collection company) confronted councilors Manu Vieira (PL) and Tânia Ramos (PSOL) in a session this week. Tânia used the platform to demand the lack of collection. “You have no idea how much rubbish is accumulating on the Continent, in neighborhoods like Coloninha, Capoeiras and others”, she began by saying.

She continued to comment that due to the cancellation of the contract with the outsourced company, the services were momentarily transferred to Comcap, but the agency is, according to her, scrapped, with no new equipment and no public tender for new servers.

Councilor Manu even agreed that the lack of collection is too much, including in the North of the Island, however, she attacked Comcap. According to her, if with a R$200 million budget Comcap cannot do the job decently, how can the city hall put in more money. Tempers became heated between the two and the discussion continued outside the House’s microphones for a long time.

Rede Somar: the seed

Councilor Bericó (PL) made an important memory at this week’s Chamber session in Florianópolis. He congratulated Mayor Topázio Neto and First Lady Beatriz for their involvement in the campaign to collect donations for flood victims in Rio Grande do Sul and also made a point of remembering who gave this dimension to the volunteer network that Florianópolis has. Bericó made the registration to former first lady Cíntia Queiroz Loureiro, who, alongside other leaders, created Rede Somar, fundamental for the Capital to have the mobilization power it has today. “This volunteer network works very well, congratulations to everyone,” she said.

Councilors in São José

In the Ordinary Session this Wednesday (8), councilor Andrey Francisco da Rosa (MDB) took office at the São José City Council. He replaces councilor Sanderson de Jesus (MDB) for 30 days.

Councilor Gabrielzinho (PL), who is currently Government Leader in the Chamber, continues to gain the support of the majority of fellow councilors and other leaders, including those from other parties, in his desire to become vice-mayor of Florianópolis, alongside mayor Topázio Neto (PSD).

Among the supporters are the Councilors, João Cobalchini, João Luiz, Roberto Katumi, Claudinei Marques, Adrianinho, Jeferson Backer, Deácono Ricardo, Bruno Becker, Maycon Oliveira, Marquinhos and Gilberto Pinheiro (Gemada). Conversations with other councilors are still ongoing.

It is worth mentioning that Gabrielzinho is a well-known figure in Florianópolis, being the third councilor elected with the best votes in the last election and with little rejection by the population.

Alesc Itinerant

The carbon emissions from the 40 deputies’ trips to the Alesc Itinerante 2024 editions will be neutralized with the planting of approximately two thousand tree seedlings. The action was announced at the last session of Alesc in Blumenau, by the president of the Tourism and Environment Commission of the Legislative Assembly of Santa Catarina (Alesc), deputy Marcos José de Abreu – Marquito (PSOL), also responsible for restructuring the Alesc Sustentável program .

“The aim is to make Alesc a national reference for a public institution with sustainability projects and combating climate change, one of humanity’s biggest challenges in this century”, says Marquito. The deputy already neutralizes carbon emissions from all his trips with the institutional car.

Alesc Sustentável will work on ten axes: zero carbon; notices and tenders aligned with the Environmental Agenda in Public Administration; Alesc Menos Lixo, to improve solid waste management; Pedalesc, to encourage the use of bicycles by those who attend the Assembly; clean energy; water resources management; organic fairs; vegetable gardens and gardens; protection of native bees; and Living Space.

More benefits granted

Mútua-SC, the Assistance Fund for Crea-SC professionals, reached the second national position in the ranking of Crea’s Assistance Funds in the country, as reported by Mútua Nacional. During the first quarter of 2024, 234 benefits were granted, totaling R$12,821,436.51. The general director of Mútua Santa Catarina, engineer Álvaro Dourado, attributes this feat to Mútua-SC’s commitment to helping professionals, offering benefits, assistance and training. He also recognized the importance of Crea-SC, through engineer president Kita Xavier, in the collaboration that made this achievement possible.
