State Department of Health said it will reopen calls for hospitals to offer procedures

Among the queues for elective – non-urgent – ​​surgeries that the Government of Mato Grosso do Sul highlighted and promised to reduce through a program that will celebrate its one-year anniversary tomorrow (8), are three procedures on the ears, eyes and breasts of children and teenagers advertised as “bullying preventers”.

No such surgery was performed, however, a report sent by the SES (State Department of Health) shows that the majority of patients treated so far underwent ophthalmological surgeries such as the one that corrects cataracts, for example.

When asked about this, the secretariat’s press office explained that “the hospitals were unable to assemble the teams to carry out the procedures”.

The ministry states that a new phase of the program began this month, with the forecast of carrying out more than 48 thousand surgeries, and that it intends to reopen the opportunity.

The state program is MS Saúde: More Health, Less Queues. It has R$45 million in resources from the Government of Mato Grosso do Sul, plus approximately R$17 million from the Federal Government’s National Queue Reduction Program.

At the time of the launch, Governor Eduardo Riedel highlighted that payment for surgeries and also diagnostic exams carried out by MS Saúde could be amounts up to six times higher than the SUS reference table.

“Every accredited network, such as philanthropic hospitals, every network capable of performing a certain surgery or the laboratories that carry out tests receive a specific table, which reaches up to six times the value of the SUS, so that we have surgeries and exams being carried out”, he stated.

No prediction – “We are in the phase of receiving approvals from hospitals in relation to the procedures launched in the resolution”, said today (7) the coordinator of MS Saúde, Maria Angélica Benetasso, in response to the question about the expected start of anti-bullying surgeries in the State. A possible date was not provided by her.

In tables published in the Official State Gazette on May 8 last year, within the resolution that the coordinator cites, and on the institutional website, SES identifies these surgeries in the “reparative” group.

In another resolution, published on May 26, SES includes surgery to correct strabismus as a procedure and informs the list of hospitals that have joined the program, prices and how many patients are in line for each one. O Campo Grande News found that a demand was identified: 348 people were waiting for those related to breasts and ears, and another 10 to repair misaligned eyes.

Reviews – The initiative became the target of criticism by Pedagogy and Psychology professionals, including those from other states, who do not defend plastic surgery as a way to avoid attacks on the appearance of children and adolescents.

Regarding this, the report heard the opposite position of the doctor in Education at UFMS (Federal University of Mato Grosso do Sul), Ângela Maria Costa. “An operation does not solve the problem, mainly because bullying is strong in our culture. There is a need for permanent and continued training against this in schools and in society,” she said.

Douglas Menon, vice-president of the SBCP (Brazilian Society of Plastic Surgery) in Mato Grosso do Sul, considered the approach of the state program and recalled that the procedures are carried out by the SUS and there is already a queue for them. “The right time for surgery is very important. The patient has to be psychologically stable and aware of the stages of the procedure and understand that the procedure will bring improvements, but it is not the solution to the problems, which can often be of a psychological nature”, added the representative.
