Continuing the interinstitutional work in favor of public management in education in the State, the Court of Auditors of Amazonas (TCE-AM), through the Education Audit Department (DEAE/SECEX), met this Friday (3 ), at the State Department of Education and Sports (Seduc) to approve the ICMS Education calculation methodology, together with other entities that are part of an Interinstitutional Commission created for this purpose.

It was the second time that technicians from the Education Audit Department (Deae) of the Court of Auditors participated in an official meeting of the Commission at the headquarters of the state body to discuss the topic.

According to the head of the Education Audit Department (Deae), Adrianne Freire, the main objective was to approve an adequate calculation base, considering the reality of all municipalities in the state of Amazonas.

“There is an interinstitutional commission to approve this calculation methodology. It was a very positive result in this debate, as the participation of several actors led to the emergence of a proposal that respects equity more in the context of resource distribution, so that municipalities do not feel so much”, stated the head of the department.

The initiative to collaborate with the effectiveness of education management in the State follows the determination of the president-advisor of TCE-AM, Yara Amazônia Lins.

“We thank the TCE presidency for the trust given to Deae for addressing such a sensitive topic. We have received all the support to carry out this work, carrying out the technical study, providing visibility”.

A priority for the Commission’s member entities was that the calculation basis discussed, referring to the amounts that will be distributed in 2025, did not create a break with the previous form of distribution. The methodology will be reviewed in subsequent years to improve it to encourage improvements in learning outcomes.

“Our concern, as a Court, was to analyze the aspect of legality and legitimacy of the procedure, trying to provide transparency, so that the municipalities participated and were integrated in the analysis of the calculation and methodology”, stated Deae technician, Judá Bessa.

The Secex technical sector produced a technical study of the methodology proposed by the state body, presenting suggestions for changes to the methodology for improvement, which influenced the new methodology chosen.

At the meeting, Seduc, Deae and other entities aligned the terms so that the calculation basis chosen at this time would be the result of a consensus.

About ICMS Education

Established through Constitutional Amendment (EC) No. 108 of 2020, ICMS Education is a policy to encourage the improvement of learning in Brazilian municipalities and provides for the attribution of an educational indicator among the criteria for the distribution of the municipal share of the Tax on Circulation of Goods and Services (ICMS).

The methodology’s indices will still comply with a bureaucratic procedure planned for approval of the decree and sending it to the Finance Secretariat (Sefaz).
