State Jury Month began this Thursday (2/5) and continues until May 30th, at the Court of Justice of Pernambuco (TJPE). The initiative aims to speed up the trial of intentional crimes against life. During the action, the TJPE recommends that magistrates, working in any judicial unit, only request the presentation of defendants arrested in person for trial sessions by the Jury Court. This measure aims to not overload the logistics and transportation system for detained defendants. In other cases, judgments must be made via videoconference, through the Cisco Webex platform. In total, 515 jury sessions were designated to be held this month.
Joint Act 09/2024, which established the State Jury Month program, by the TJPE, was published on March 22 of this year, in edition 54 of the electronic Journal of Justice (DJe), being aimed at all judicial units in the State that has competence in the matter.
The coordinator of the State Jury Month at TJPE, judge Emiliano Galvão, highlighted the TJPE’s prioritization in relation to guaranteeing security during jury sessions. “Magistrates, magistrates, civil servants and employees of the units will be attentive to items 12 to 15 of Joint Act 09/2024, which address the issue of security in jury sessions. According to the regulations, there will be at least three military police officers throughout the sessions: one will control access to the location; another is destined to be at the entrance and exit of the jury; and finally, one will remain, constantly, inside the Jury Plenary, during the session”, specified the magistrate.

The TJPE reached first place in relation to the number of trials designated for National Jury Month, an event promoted annually by the National Council of Justice (CNJ). The initiative was carried out throughout the month of November 2023, with the Pernambuco Court of State Justice also reaching second place nationally in juries held during the period. The results were released in March.
In the last edition of National Jury Month, the Pernambuco state judiciary stood out in relation to the largest number of jury sessions, both in the number of session assignments and in terms of the carrying out of trials. From November 1st to 30th, 2023, of the 588 popular jury sessions designated for action at the TJPE, 449 were held, achieving a success rate of 78.64% in carrying out trials during the event. Of the total number, only 113 trials were not carried out.
“It is a result that we have to celebrate a lot, as a result of the organization and division of sessions, carried out by the Jury Court in the State’s Districts. According to the structural situation and productive capacity of each judicial unit, the TJPE established the creation of three groups, indicating the respective units, period and number of sessions to be held by each of them. The achievement of this result is due, especially, to the joint work with all the TJPE’s partner institutions, and above all to the dedication of all the judges, male and female employees of our Court of Justice”, concluded the magistrate.
The criminal coordinator and supervisor of the TJPE’s Prison System and Socio-educational System Monitoring and Inspection Group, judge Mauro Alencar de Barros, spoke of the relevance of the partnership signed, in favor of the success of the initiative with other public institutions. “This result is also due to the partnership established between the TJPE and other institutions of the Pernambuco Justice System, such as, for example, the Public Ministry of Pernambuco (MPPE), the State Public Defender’s Office (DPPE), the Secretariat for Resocialization of the Pernambuco (Seres) and the Social Defense Secretariat (SDS) of the State Government”, he concluded.
