Lula’s government has already released three times more parliamentary amendments than Jair Bolsonaro in a year of municipal elections. The first stage of commitment to parliamentary amendments concluded this Tuesday (30) by the Executive totaled R$14 billion between January and April 2024.

This amount represents three times more than the amount committed by Bolsonaro in the same period in 2020, during the municipal elections, when R$4.18 billion was committed. The data comes from the Secretariat for Institutional Relations, under the leadership of Minister Alexandre Padilha.

Padilha stated that the government will continue working to transfer resources to municipalities until June 30th. Until the same period last year, the government had committed around R$350 million to amendments.

The relationship between the government and Parliament is tense, with pressure from Congress to release funds and approve agendas, while the Executive also demands respect for the Fiscal Responsibility Law from the Legislature.

Amendments are crucial for parliamentarians to allocate resources to their strongholds, especially in election years. Commitment is the initial phase of spending, when the government commits to payments, and the actual disbursement occurs later.

Most of the R$14 billion committed is associated with amendments to actions at the Ministry of Health, which could strengthen investment in the SUS. The government reached an agreement with parliamentarians in February for a payment schedule for the amendments, which must be executed by June 30, according to electoral legislation.

Despite Lula’s veto of R$5.6 billion in amendments, deputies and senators still have a total of R$47.5 billion to allocate to their strongholds in 2024, according to the Budget approved by Congress last year.
