Fraud at Iasep: who are those being investigated for alleged embezzlement of R$260 million from a public body in PA | For

The investigation targets crimes covered by the Criminal Organization Law, promotion, constitution, financing or integration of a criminal organization.

Investigations by Gaeco, the MPPA’s internal body, indicate that the group of Iasep employees, coordinated by the then director Andre Luiz Oliveira de Mirandamanipulated and falsified medical bills presented by HSMA, with the aim of receiving inflated amounts from the state government assistance agency.

1 – Elton dos Anjos Brandão

He is a doctor, businessman and co-owner of Hospital Santa Maria de Ananindeua. He is appointed by the MPPA as leader of the criminal organization, which acted to benefit the company. Elton has high economic and financial power and owns vast assets.

“The businessman was the one behind all the actions, with full control of the criminal act and coordinating everything, in order to obtain a profit that reached almost 700% in just 4 years”, informed the Public Ministry.

2 – Andre Luiz Oliveira de Miranda

He held the position of director of health care at Iasep. He was responsible for coordinating the scheme with HSMA. The investigations say that André’s position irregularly certified services not performed and that he failed to analyze HSMA’s accounts.

He was the one who had the power to command among the members assigned to Iasep. It determined that HSMA’s accounting processes would not be submitted to Medical Audit.

3 – Geciara dos Santos Barbosa

She was coordinator of Health Management at Iasep, a position directly subordinate to André Miranda’s position. She was responsible for determining the financial quota ceilings that establishments involved in the scheme could use during the month.

Geciara facilitated and directed the issuance of procedure guides and Opme’s (Ortheses, Prostheses and Special Materials) for HSMA, using the Iasep agency located in a shopping mall to issue guides and release procedures in favor of the hospital.

4 – Julia Conceição Aarão Monteiro

She was a direct advisor to Rosangela Medeiros de Souza. Her task was to deal with all matters related to hospital payments with André, who only released payment after her authorization.

After being fired from Iasep, Julia is currently working on the administrative and financial board of the Companhia de Portos e Hidrovias do Estado do Pará.

5 – Michelle Barroso Santos

According to the MPPA, she was Iasep’s administrative conference manager during the period investigated. In addition, she also worked as an HSMA employee, liaising between the components of the scheme.

Michelle was the manager responsible for preparing and forwarding to the Health Economics Coordination the billing processes checked and audited for the provision of budgetary allocation and a consolidated report of audited processes, for payment.

6 – Rosangela Medeiros de Sousa

She held the position of Health Economics Coordinator at Iasep and was directly subordinate to André Luís Oliveira de Miranda. Her role was to certify HSMA invoices and receipts without requiring them to be submitted to external audit..

The investigators reported that, shortly after IASEP was fired, Rosangela took on the role of ombudsman coordinator at Ophir Loyola Hospital, a state institution.

7 – Ed Wilson Dias e Silva

He was head of the Ananindeua city hall office and had the task of being the interlocutor between André Luiz Oliveira and Ellton dos Anjos Brandão.

According to the MPPA, only after meetings with Ed Wilson did André Luiz contact the rest of the members to speed up or reduce the volume of the scheme.

In a statement, Iasep reported that the employees suspected of involvement in the case have already been removed from their positions. The Institute also clarified that it collaborates with the Public Ministry’s investigations.

Hospital Santa Maria de Ananindeua said that it “regrets the conduct of the operation and informs that it is available to the authorities for any clarification, believing in the impartiality of the institutions”.

The City of Ananindeua stated that it “expects impartiality from the institutions and informs that it has not been notified or received information about any ongoing operation, and, therefore, will not comment on the facts, being at the disposal of the authorities for any questions”.
