Senate CCJ analyzes return of DPVAT on Tuesday

The Constitution and Justice Committee (CCJ) of the Senate should analyze on Tuesday 29th the Bill (PL) that resumes insurance for victims of traffic accidents, known as DPVAT. The text has a tortoise that will allow the advance of around R$15 billion for the government in 2024, changing a section of the fiscal framework.

The government requested constitutional urgency to the matter, which should change the time for any request for a review made by a parliamentarian. Therefore, the expectation is that the CCJ will finalize the assessment of the DPVAT PL tomorrow. Due to the May 1st holiday, Labor Day, the text, if approved, would go to the plenary in the week of the 7th.

The government of President Luiz Inácio Lula da Silva placed the DPVAT PL as a condition to be able to pay the R$ 3.6 billion in non-mandatory parliamentary amendments, vetoed by Lula in this year’s Annual Budget Law.

The total amount vetoed is R$5.6 billion, but the government wing claims to have reached an agreement with Congress leaders worth around R$ 3.6 billion, with R$2.4 billion for the Chamber and R$1.2 billion for the Senate. This veto is scheduled to be analyzed next week during a session of the National Congress.

On Wednesday 24, the government leader in the Senate, Jacques Wagner (PT-BA), rapporteur of the DPVAT PL, asked for the text to be removed from the CCJ agenda. The expectation was that the matter would go to the plenary hours later to inform the Congress session scheduled for the same day. However, because the text was not appreciated, the session did not take place.
