The announcement about the ban on advance charging was made by governor Wanderlei Barbosa (Republicans), during a visit to the State Department of Traffic (Detran/TO) in Araguaína, in the north of the state. He highlighted that it will only be valid for transfers within the same municipality in Tocantins.
The text of the sanctioned law specified that the taxpayer is not prevented from paying the tax in advance, if he prefers. But if he needs to make the transfer, he will not be required to pay the tax amount, as was the previous practice.
In response to the complaints, Detran told TV Anhanguera that it was waiting for the law to be regulated for application. After the governor’s announcement, the president of Detran, William Gonzaga, explained that the new rules will not apply to intermunicipal transfers because of the differences in revenue in each municipality.
Furthermore, the change will not cause harm to the state, according to the president, since the collection of IPVA, which is the responsibility of the State Department of Finance (Sefaz), has a deadline for payment.
