Luiz Alves, a city in Vale do Itajaí, in Santa Catarina, declared an emergency situation this Wednesday (27) due to the increase in the maruin population. Residents of the municipality report discomfort due to the insect’s bites.
The decree describes an endemic situation of the maruim, a mosquito of the genus Culicoides. The municipality has 11,684 inhabitants, according to the 2022 Census.

It also describes that the insect is widespread in both urban and rural areas of the municipality. The decree reinforces that the spread of maruim makes it difficult or prevents residents from being exposed to the outdoors, especially babies and the elderly.

Furthermore, as there is a lot of agricultural activity in the municipality, producers are exposed to the insect while working on the farm and post-harvest, when packaging the goods.
The decree also reinforces that “bites can develop into serious allergic reactions, wounds, which can be a gateway for pathogenic microorganisms, which require medical care” and that repellents and other chemical methods have proven ineffective against the insect.
According to the document, administrative authorities and agents hired to combat maruim are authorized to enter private properties to identify possible breeding sites.
In addition, the decree does not require bidding for the purchase of goods necessary for activities to respond to the state of emergency.
