Resident is arrested after cutting rope holding worker cleaning building facade

Raul Ferreira Pelegrin was arrested in the act by the police of Curitiba after cutting the rope that kept a worker suspended while cleaning the facade of a building. The incident occurred in the Água Verde neighborhood, when the victim, positioned on the 6th floor of the building, was surprised by the act of Pelegrin, who lives on the 27th floor.

According to information from the Public Ministry of Paraná (MP-PR), the worker did not suffer a fatal fall only due to a safety device that prevented the accident. The 41-year-old suspect used a knife to cut the rope, putting the victim’s life at imminent risk.

According to reports from MP-PR, the police found the knife used in the crime and a piece of the cut rope on the balcony of Pelegrin’s apartment, where he was found and recognized by the victim. During the interrogation, Pelegrin chose to remain silent, without providing information about the reasons that led him to commit the crime.

Worker’s complaint

The complaint presented by the Public Prosecutor’s Office considered two qualifications: the use of insidious means, due to the way in which the crime was perpetrated without the victim noticing, and the resource that made it difficult to defend the victim. Pelegrin’s defense argued his chemical dependency and requested habeas corpus to send him to a treatment clinic, a request that was denied by the Court.

According to the incident report, Pelegrin threatened the workers before cutting the rope, giving them 10 minutes to leave the site: “he had said that he would cut all the cords of all employees if they did not leave”.

A witness reported to the police that the suspect expressed that he was “fed up” before committing the criminal act. Currently, Pelegrin remains detained in the Curitiba Public Prison awaiting judicial developments in the case.
