Professor at the Universidade Federal Fluminense (UFF) Daniel Hirata, who is a member of the working group on Reducing Police Lethality of the National Council of Justice (CNJ), defended, this Monday (24), the reformulation of the Rio Civil Police of January.

“It is necessary that we have a reformulation of the Civil Police, and we are not talking about the lower levels. We are talking about the leadership of the Civil Police, the way in which the leadership has used promiscuous relations with organized crime and the political system in such a way as to not act adequately for the policing that is expected from a democratic judicial police”, stated the researcher .

In the last 16 years, four heads of Rio’s Civil Police have been arrested: Álvaro Lins and Ricardo Hallak, in 2008; Allan Turnowski, in 2022, and this Sunday (24), Rivaldo Barbosa, on suspicion of involvement in the murder of councilor Marielle Franco and driver Anderson Gomes.

“The Civil Police, once again, finds itself at the center of problems related to the institution that has been characterized in recent times by being very militarized – see the existence of the Core [Coordenadoria de Recursos Especiais] – which acts in an ostensible manner, which is not the function of the judicial police, and also with spurious links with organized crime that dates back to the time of Álvaro Lins, in relation to death squads, including Ricardo Hallak and Allan Turnowski, this the latter with relations with the top management of the game, and now Rivaldo Barbosa”, said Hirata.

The coordinator of the Center for Security and Citizenship Studies (CESeC), Pablo Nunes, highlighted that the arrests related to Marielle’s murder, made on Sunday, reveal the scenario of institutional degradation in Rio de Janeiro. “We are experiencing a dramatic process of institutional degradation. For years, the Civil Police have been the subject of questioning and suspicion regarding their investigative work.”

“If nothing is done, Rivaldo will not be the last. There will be other police chiefs involved in the crime because this system is flawed, there is no control”, stated the researcher. For him, the Public Ministry is complicit in “these misdeeds”. Pablo Nunes highlighted that Rio de Janeiro will not be able to improve the issue of security, increase the guarantee of rights, respect for the Constitution if it does not go through the refoundation of the police.

The Civil Police General Inspectorate reported that it opened an investigation to investigate the conduct of delegates Rivaldo Barbosa and Gíniton Lages, former head of the Homicide Department of Rio de Janeiro, and Marco Antônio Barros Pinto, commissioner of the Civil Police.

“Investigations will follow all legal procedures according to the complexity of each case”, says a note released by the corporation.
