Facade offices. Regarding one of the properties, the investigators state that the location was “inconsistent with the operation of a legal entity, with clothes even being found on a line, demonstrating the lack of operation of a business in the area.” Another was classified as an “unpretentious home”.
Money laundry. “The modest homes of the alleged administrators”, say the investigators, “did not prevent them from receiving large amounts of money.” About these companies, researchers say:

Millionaire movement. One of the companies turned over more than R$132 thousand the day immediately after opening with a check deposited by Terraplena; another generated R$200,000 “in its first week of existence in the legal world”. A third party alone received around R$27 million from Terraplena to supply pebbles, even though those responsible did not have the “economic and financial capacity to move these resources”.
Political alliances. In the decision, the judge of the 4th Federal Court of Pará, Carlos Gustavo Chada Chaves, notes that “it defies logic” to assume that “Terraplena’s senior management does not have knowledge and participation” in the scheme.
The case here does not seem to be knowing whether or not there is participation of partners in the commission of the crimes being investigated, but rather the level to which corruption has reached among politicians and public servants, the number and names of people involved and, finally, the amounts diverted from the taxpayer and the amount of ‘laundered capital’.
