Brasil Sem Medo – SP Government Resolution proposes LGBT Health Policy with “universal access” to gender transition

The Official Gazette of the State of São Paulo published today a resolution from the State Department of Health that submits to public consultation the text that establishes the State Comprehensive Health Policy for the Lesbian, Gay, Bisexual, Transvestite, Transsexual, Queer, Intersex, Asexual, Pansexual and Non-Binary Population – LGBT+, in the State of São Paulo.

Among the declared objectives of the aforementioned policy is to guarantee universal and comprehensive access to the demands of the transsexualization process in the SUS”. In other words, guaranteeing all people, regardless of age, the chance to undergo gender transition procedures, financed with public money.

At the same time as guaranteeing all facilities for gender transition therapies, the policy established by the São Paulo Health Department also includes:

VIII – Qualify the SUS-SP network to develop actions to reduce harm to the health of the LGBT+ population in relation to the excessive use of medicines, alcohol and other drugs, anabolic steroids, sexual stimulants, industrial silicone and hormones, among others;

IX – Provide care for injuries resulting from prolonged and inappropriate use of female and male hormones for transvestites, transsexuals and people with other gender variations.

In other words, the Department of Health explicitly admits the serious harm to health caused by the very gender transition therapies it intends to finance.

Another objective of the policy for the LGBT+ population is to:

XV – Guarantee sexual and reproductive rights (i.e. abortion) for the LGBT+ population within the scope of SUS-SP;

According to the text published in the DO, the Department of Health will be responsible for:

X – build guidelines that promote attention and integral care for lesbian children and adolescents, gay, bisexual, transvestite and transsexuals and/or other gender variables, promoting their mental health, as well as reception and support;

In other words, if it adopts this policy, the Government of São Paulo will officially work with the category of “transvestite children”.

State deputy Gil Diniz-PL, from the government base, has already filed a request to summon the state secretary of Health, Eleuses Paiva, so that he can clarify the objectives of the new LGBT Policy.
