The Bill (PL) that wants to make the supply of cannabidiol (CBD)-based medicines mandatory for the treatment of debilitating medical conditions advanced in the Legislative Assembly of Santa Catarina (Alesc). The Finance and Taxation Committee presented a favorable opinion to the proposal at a meeting this Wednesday (24). Now, the text goes to the Health Commission.

Project 414/2021, authored by deputy Paulinha (Podemos), had the addition of similar proposals from other deputies.

The proposal provides that, to be made available by the State Department of Health (SES), medications must be prescribed by a qualified doctor under the terms of the National Health Surveillance Agency (Anvisa) and the Federal Council of Medicine (CFM). SES must define which administrative procedures will regulate the availability of products.

The global replacement amendment, presented to the Constitution and Justice Committee, was maintained, which regularizes the distribution of cannabidiol-based medicines for situations authorized by the Federal Council of Medicine (CFM), and also expands the list of comorbidities that may require treatment.

Cannabis: from drug to medicine

In addition to maintaining the amendment, deputy Jessé Lopes (PL), in a vote of opinion, presented a favorable opinion, which was followed by the committee. Representative Lucas Neves (Podemos) abstained.

— I did not see any financial-budgetary obstacles to the continuation of the processing of the law proposed here, since the matter will not trigger a burden on the Treasury — he stated.

Now, the bill is being processed by the Alesc Health Commission.
