Senators approved the tribute to João Cândido and it is now debated in the Chamber. Federal deputies Lindbergh Farias (PT-RJ) and deputy Benedita da Silva (PT-RJ) are the author and rapporteur of the project. The two are part of the same party as President Luiz Inácio Lula da Silva, responsible for nominating Olsen to head the Force.

In 1910, Cândido, a black sailor, led a group of around 2,000 sailors in an uprising against precarious working conditions and physical punishment, especially the use of whips as a form of punishment. At the time, the Brazilian government officially abolished the whip as a form of punishment.
