This Tuesday (7), members of the state government met with representatives from 44 cities in the state to talk about Operation Winter, which brings together actions to prevent and reduce risks caused by rain.

The meeting took place at the Federal University of Pernambuco (UFPE), in Recife, and brought together institutions such as municipal civil defenses, the Fire Department, the Armed Forces and the Military Police.

At the time it was announced, the tender provided for interventions in an area of ​​110 thousand square meters, benefiting 1.5 thousand families. The total investment was R$62 million.

This Tuesday, the director of works at the state’s Department of Urban Development and Housing, Victor Palácio, said that the works, which have not even begun, are expected to last at least 18 months.

“The bidding is expected to be completed this month of May. The contract is expected to be signed and the work order issuance is scheduled for next month and then the works will begin. The execution is expected to take 18 months, with an investment of R$60 million”, he stated.

Asked about the delay in concluding the tender, since the tragedy happened two years ago and the recovery of the area should only be completed in about two more years (four years after the disaster), Victor Palácio stated that there was a review of project due to the change of management from former governor Paulo Câmara (no party) to governor Raquel Lyra (PSDB).

“The disaster occurred during the previous administration, and the current administration, foreseeing in its government plan the action in these hillside areas, reviewed the entire project, mainly considering the areas that had a high risk of landslides, and, with an update of the project and budget, we managed to open the bidding process”, declared Palácio.

In response to g1, the Secretariat of Urban Development and Housing (Seduh) sent a note, informing that Last Saturday (4), the order for expropriation of properties that will need to be demolished so that works in Jardim Monte Verde can begin was published in the Official State Gazette..

Seduh also reported that the company GeoSistemas is carrying out an assessment to calculate the compensation that must be paid to the affected families. The service provides for the urbanization of the area, with the installation of equipment such as squares and leisure areas.

In the cost of the work, estimated at R$60 million, R$51 million will be allocated to the revitalization of the area; R$2 million, for supervision of services; and R$7 million, for expropriations.

Works to prevent natural disasters in Pernambuco should begin in 18 months, says government

According to the government, Operation Winter began in January, but was intensified now, during a critical period of rain in Pernambuco. The month of May was marked by the 2022 disaster, in which 133 people died as a result of landslides and floods.

To face this year’s winter, the Fire Department carried out more extensive training to deal with these situations and other types of events related to rain, such as landslides.

“We have approximately 600 firefighters already trained in relation to rescues in flooded areas, trained in relation to collapsed structures, which can happen in parallel with Operation Winter, given that Greater Recife has a large number of compromised buildings “, stated Colonel Robson Roberto, general director of operations at the Fire Department.

The state’s executive secretary of Civil Defense, Colonel Clóvis Ramalho, guided municipalities on how to ask for help in cases of climate emergencies.

“We held individual meetings with each municipality in the Metropolitan Region, Zona da Mata and Agreste. We had meetings providing guidance, helping to prepare contingency plans for the risk areas of these municipalities”, he said.

The Civil Defense of Pernambuco also said that some actions are being taken to reduce the inconvenience caused by rain every year.

“The state government has been adopting a series of measures, such as resuming the construction of dams in Zona da Mata Sul, carrying out works along the Fragoso Canal, for example. […] In addition to the response actions with the preparation of equipment for the Fire Department, which was carried out recently”, stated the colonel.

Colonel Elton Moura, Secretary of Civil Defense of Jaboatão, said that the municipality is awaiting the release of resources from the state government and the federal government to begin the recovery of the area, but said that the city hall has taken measures to protect the Jardim Monte region. Green.

“Part of this is already being recovered through the application of geomanta, restoration of staircases. The mayor has delivered several restorations of drainages and streets, mainly in the Monte Verde area”, declared Elton Moura.
