The Second Chamber of the State Court of Auditors (TCE-PE) recommended the approval, with reservations, of the accounts of the mayors of Arcoverde, Serrita and São Bento do Una, relating to the year 2022. The preliminary opinions were forwarded to the Chambers of Councilors of the municipalities.

The votes showed compliance with constitutional and legal limits by managers, without failures that could lead to the rejection of the accounts. But the rapporteurs made recommendations to improve the accounting management of municipalities, which were sent to mayors José Wellington Cordeiro Maciel (Arcoverde), Sebastião Benedito dos Santos (Serrita) and Pedro Alexandre Medeiros de Souza (São Bento do Una).

In the Serrita process, counselor Marcos Loreto, rapporteur, defined a deadline of 360 days for the implementation of the changes. Among them are the recording of revenues arising from active debt credits, and the monitoring of budget revenue. The municipality must also carry out monthly financial planning appropriate to the city’s collection and expenses, and send a bill to the local legislature authorizing the opening of additional credits.

The rapporteur for the Arcoverde and São Bento do Una cases, counselor Dirceu Rodolfo, recommended that the mayors avoid recording expenses for the following year without financial availability, and that they set a limit in the Annual Budget Law for opening additional credits.

TCE-PE will monitor compliance with recommendations in future audits.

The votes were approved unanimously. Attorney Germana Laureano represented the Public Ministry of Accounts.
