Lula signs decree to accelerate resources to RS outside the spending ceiling

This decree gives us legal certainty, transparency and control over public spending. It is a limited decree, and these exceptions will only apply to actions relating to public calamity. (…) With this legislative decree, which is an umbrella, we will be able to issue many other acts, such as a possible provisional measure with extraordinary credit, a negotiation between the Ministry of Finance and the state governor in relation to the debt, in in relation to incentives and benefits for the productive sectors, traders, businesspeople, industry, agriculture, livestock and also the population that was obviously affected.

The minister also said that the decree also facilitates contract negotiations and tenders. “The decree practically removes all bureaucratic constraints, because it eliminates not only the spending limit and fiscal budget, but it eliminates a series of bureaucracies in legislation. It’s not just that Rio Grande do Sul won’t lack money. It’s just that the money will arrive at the right time”, he explained.

R$600 million in parliamentary amendments

Earlier, the minister of the Secretariat of Social Communication, Paulo Pimenta, said that the federal government intends to release R$614 million in amendments directed to Rio Grande do Sul.

The amount must be allocated only to the Health area. There are R$534 million in individual amendments and another R$80 million from benches.

Parliamentary amendments were created by the 1988 Constitution. They are divided into individual amendments (which every deputy and senator are entitled to), bench amendments (parliamentarians from each state define priorities for the region) and commission amendments (defined by members of the National Congress collegiate bodies).
