MS Ativo Municipalismo: adherence to the program must be made by municipalities by May 10th

The 79 municipalities of Mato Grosso do Sul can join the MS Ativo Municipalismo program until May 10th, with the appointment of a professional to coordinate the actions.

City halls that do not join the program by the specified deadline will be able to join in the future, however, they will enter the next cycles of the action calendar and thus miss out on some stages of the work plan.

“The idea is not to leave any municipality out of the program, which is why the State Government has a flexible methodology to serve all municipalities, without affecting the planned schedule”, explained Thaner Nogueira, executive secretary of Segem (Executive Secretariat of Strategic Management and Municipalism), which coordinates the program.

The programming of activities to execute the work plan will begin on May 22, with training for the use of the platform, a virtual environment where the program will be operational.

To date, 58 municipalities have confirmed their membership to participate in MS Ativo Municipalismo. After the period of municipalities adhering to the program and indicating focal points, the training journey for the use of the platform will begin, ending on June 12th.

MS Active Municipalism

The Mato Grosso do Sul State Government program presents a new concept of cooperation between the state and municipalities, and aims to establish a new results-oriented public management model, based on data and goals to be achieved in order to guarantee better deliveries for the population. With this, the Government and city halls actively participate in the construction of personalized policies, which meet the local and specific demands of each municipality.

In this first cycle, the areas defined as priorities are education, infrastructure, health and social assistance. With prediction of municipalism in different phases. The first, known as ‘demand-based municipalism’, refers to the transfer of resources to municipalities based on individual demands. In the second, ‘program-based municipalism’ is the model in which the transfer of resources to municipalities takes place via access to state programs.

Finally, in the third phase, ‘municipalism based on cooperation’, there is an agreement on results, development of capabilities and sharing of actions between the state and municipalities.

The operationalization of the program is supported by an online platform for planning, executing and monitoring the adopted plans, which will be created based on a guide for relevant actions to face challenges in the municipalities.

Segem coordinates the MS Ativo Municipalismo program, helps state secretariats to manage actions and articulates public policies with municipalities, through the Superintendency for the Promotion of Municipalism.
