Government of Acre celebrates Labor Day highlighting the actions and incentives that impact the reduction of unemployment in the State

Labor Day, celebrated this Wednesday, the 1st, historically recalls the category’s movement for better working conditions. On the date when the importance of this class for the nation’s progress is celebrated, the government of Acre brings together actions that encourage the generation of employment and income in the state, both in public and private management.

The result of these actions is verified directly in the data that indicate positive rates when it comes to job creation. One of the surveys that measure the unemployment rate in the labor market registered in Acre is the National Household Sample Survey (Pnad Contínua), from the Brazilian Institute of Geography and Statistics (IBGE). At the beginning of this year, data showed that the unemployment rate in the state was the lowest among the 27 federation units last year.

The publication, made in February this year, shows that the annual unemployment rate in the state was 4.9%, the lowest level in the historical series, which began in 2012.

The same positive data on job creation can be seen in the New General Register of Employed and Unemployed People (Novo Caged). According to the numbers, last year, Acre closed with 50,824 admissions against 46,432 dismissals, ending the year with 4,392 new formal jobs and a stock of 103,836 vacancies, according to the panel.

The largest employer, according to the survey, was the services sector, with 2,164 new jobs; followed by commerce, with 734 vacancies and industry, with 673 new positions.

This year, in March, Acre was the state with the highest generation of formal jobs, according to Caged. The balance was 1,183 new positions, with 5,003 admissions against 3,820 dismissals.

Also according to Pnad Contínua, the state of Acre has 696 thousand people of working age and 335 thousand are in the workforce. The private sector has 114 thousand people employed, while 72 thousand people are in the public sector. In total, the informal market has 139 thousand people.

Encouraging the business environment

One of the actions that the State government took to bring closer and reduce bureaucracy to some services for entrepreneurs was to create a room dedicated to serving this category. The Commercial Board is the arm of the State that assists and encourages the opening of companies.

To open and maintain a company, there are demands at the state and municipal level and, from now on, all these services will be brought together in one place.

The president of the Commercial Board of the State of Acre (Juceac), Nayara Honorato, was present at the inauguration of the Entrepreneur’s Room in January and highlighted the importance of the initiative.

“The Commercial Board is the state integrator of this process in the 22 municipalities, interconnecting all licensing bodies. This room will contain everything necessary to provide guidance on opening a company and providing all the support”, explained the manager, highlighting that the body is the state collector for the incorporation of companies in the state.

The head of the Secretariat of Industry, Science and Technology of Acre (Seict), Assurbanípal Mesquita, highlights that growth, even during a challenging period, with loss of transfers, such as the State Participation Fund (FPE), shows that the effort of the Acre government has generated positive results in the economy.

“It was a difficult year for the entire country, but Acre managed to stand out with these very favorable indices. This is thanks to the strength of our business sector, which includes industry, commerce and agribusiness, and which is taking advantage of incentives and the entire business environment, generating its production work and, consequently, jobs, dividends and wealth for Acre”, observe.

Competitions and selection processes

Public management has also created a hiring environment, whether through public competition or temporary hiring. Last year alone, according to data from the State Secretariat for Administration of Acre (Sead), 6,222 civil servants were called up to the State staff, the result of an effective public competition or simplified selection process, which offers temporary vacancies.

The measure only reinforces the state government’s commitment to encouraging young people to enter the job market. For those who were called, in addition to fulfilling a dream, it is a way of contributing to the progress of the state, working in the area they chose to work in.

For those who were called up, the feeling is like a dream come true. The competition changes the lives not only of those who passed, but is fundamental for the qualification of the service provided to the population. One of the vacancies in the Health Department competition was occupied by physiotherapist Fabiana Souza. Daughter of a photographer, who is also a street vendor, and a housewife, she always saw education and a career in public service as an opportunity to ensure her parents a peaceful retirement.

Fabiana says that she was discredited by many, but that she always took advantage of opportunities for her development, with teachings from her parents, who, having only studied up to the 4th grade, always gave importance to the formal education of their two daughters. A public school student, she managed to enroll in a private college through a scholarship from the University for All Program (Prouni), the first step towards seeing her story change.

“From them, I learned about simplicity, humility, honesty and respect. There are people who have more ambition, but not me. Me, being able to give comfort to my parents, is already good. Today I can contribute from home, I have the most secure income, which makes me happy,” she says.

Grandson of rubber tappers, Rodrigo Araújo reports that he always had access to environmental causes in his daily life, mainly because he lived in the Cidade Nova neighborhood and constantly saw his house flood, a fact that made him seek a specialty in water resources.

Even though he has access to many tools that helped him reach public service, the engineer says that he has always focused his efforts on being in the position he holds, working in the area he always wanted to work in.

“Being here today is a dream come true. I believe that the inclusion of younger people in public service is important. This exchange between the youngest and the most experienced brings a renewal to the government structure itself”, he assesses.

Works generating employment

The works also generated employment in civil construction and all sectors involved in it. A survey carried out by the administration of Governor Gladson Cameli, who is serving his second term, shows that Acre has 126 major works delivered and another 444, including those in progress, approved projects and those in planning.

One of the government’s main projects, the new maternity ward, directly employs more than 70 people. While they are involved in one of the largest construction projects in the state, the workers highlight how this economic activity and the promotion of civil construction are important in removing many people from the unemployment statistics.

This is the case of Leidiane Santos. A construction supervisor, she is part of the team that builds the Marieta Messias Cameli Maternity Hospital. “I had been unemployed for more than six years when the opportunity here arose. These works are very important, because they generate jobs for all of us. So, it’s a place where we can work, have our money up to date, and all of this is very important,” she highlights.

Rafael dos Santos also spent a year unemployed before being called to work as a bricklayer on the construction site. “I’ve been helping here for seven months now, and this issue of the government investing in civil construction is good, because it takes a lot of people off the streets”, he adds.

The governor of Acre, Gladson Cameli, in his last inspection of the work highlighted the importance of investing in the civil construction sector, which is one of the sectors that generates the most employment and income in the state.

“A work coming off the ground shows the commitment and dedication of our team. This creates employment, and we can see the optimism and dedication of employees. And even more, it increases the credibility that the State has, because the company is operating at full speed and generating jobs”, he highlighted.

New Sine

Another point that helps in the distribution of vacancies in the market is the National Employment System (Sine), which, in the first quarter of the year, provided more than 10 thousand services, from issuing the digital employment card to issuing referral letters.

As the system coordinator, Jaqueline Castro, explains, the institution is an intermediary between the candidate for a job vacancy and the private sector “with guidance regarding the choice of employment, information regarding available human resources and, based on the restructuring, also with social assistance.”

And now, the government of Acre, through the State Secretariat for Industry, Science and Technology (Seict), delivers, on May 3rd, as part of the Labor Day program, the new Sine structure, a project that is a partnership with the federal government, through the Ministry of Labor and Employment (MTE).
