The Government of Minas will forward to the Legislative Assembly, next Thursday (2/5), a Bill (PL) providing for a general adjustment of 3.62% in the salaries of all public servants in Minas Gerais. The measure will benefit active and inactive employees and pensioners of the State’s direct, foundational and autonomous administration. The project foresees that the salary recovery will be retroactive to January 2024.

With the adjustment, the State Government will also comply with the payment of the National Education Floor for employees in the careers of the Basic Education Activities Group, according to Interministerial Ordinance MF/MEC No. 07, published on 12/29/2023, which will be, likewise, retroactive to January 2024.

The annual financial impact of the general adjustment will be R$ 1,723,648,733.57 and more than 610 thousand employees will benefit.

“We follow our commitment to value employees, within the effort we are making to balance the State’s accounts. By treating public money responsibly, we are able to guarantee recovery without compromising fiscal stability”, states Governor Romeu Zema.

Fiscal effort

Even in the face of the State’s delicate fiscal situation, the Government of Minas made every effort to ensure a general review of civil servants’ remuneration, within the possible limits, considering cash availability.

Still working to achieve a definitive solution to the public debt of Minas Gerais, the percentage to be granted by the Minas Gerais Executive is higher than that previously foreseen in the Economic Recovery Plan, forwarded in the context of discussions regarding the Fiscal Recovery Regime (RRF) .

“The recomposition sent in this Bill to the Legislature is the result of our commitment to ensuring the appreciation of public servants, recognizing their importance and dedication to achieving our common objective of always improving the provision of services to the citizens of Minas Gerais. This effort is added to other measures, such as the regularization of payments, payment on the 5th working day and payment of bonus vacations on time”, says the Secretary of State for Planning and Management (Seplag-MG), Luísa Barreto.

The State still has personnel expenses above the limits of the Fiscal Responsibility Law (LRF), having recorded in the last four months of 2023 a commitment of 51.4% of Net Current Revenue (RCL), for a fixed maximum limit of 49%. According to the rules of the legislation, in this case, it is only possible to grant a general review of remuneration, with the same percentage applied and the same effective date for all categories.

Education Floor

With a general adjustment of 3.62%, the value of the initial basic salary of teaching staff in the Executive Branch of MG will be equivalent to the national minimum wage. In Minas Gerais, the workload of basic education teachers is 24 hours per week and the minimum was established nationally for a weekly workload of 40 hours.

Therefore, from 2024 onwards, the value of the national minimum wage, applying proportionality, for the 24 hours per week effectively established for these employees in Minas Gerais, will be R$2,748.34. This will be the value of the initial salary of basic education teachers in the State based on the Bill to be sent, therefore respecting the national minimum for hours worked.
