Rio City Hall set up a special traffic and security scheme for the implosion, this Sunday (28/4), of one of the buildings of the former Clube dos Porttuários, located on Avenida Francisco Bicalho, in the Leopoldina Zone. The building will be demolished at 7 am, as part of the Port Region revitalization program.
The special operation will involve 155 agents from various municipal bodies, including CET-Rio, Civil Defense, Municipal Guard, Public Order Secretariat (Seop) and Centro Subprefeitura. The Rio Operations Center (COR) will intensify monitoring on the streets near the implosion area with cameras and the use of a drone.
CET-Rio set up an operational scheme to, from Saturday (27/4), isolate the entire area of influence of the intervention, with a ban on parking and road closures in the area. Drivers must pay attention to the closures that will be carried out in a staggered manner on Avenida Francisco Bicalho, starting at 5:30 am on Sunday.
Access to Novo Rio Bus Station must be via Rua Equador or Avenida Brasil, a lane next to the National Institute of Traumatology and Orthopedics (INTO). To guarantee the integrity of residents and drivers traveling in the region and minimize impacts on traffic, a 150-meter security perimeter was established by the Civil Defense around the implosion.

About the implosion
Throughout this week, traders and public transport users began to be notified by Civil Defense agents and representatives of the Central Sub-Mayor’s Office and the Health Department about the implosion. To ensure the safety of pedestrians, drivers and traders in the region, a radius of 150 meters will need to be isolated one hour before the implosion of the 19 meter high building. Five control points will be set up by Civil Defense at the following addresses: Avenida Pedro II, 35; Avenida Francisco Bicalho, 261 (Corner with Rua Equador); Rua General Luís Mendes de Morais, 503 near the Porto Carioca development; Rua General Luís Mendes de Morais, 78, in front of Galpão Aplauso; Avenida Francisco Bicalho, 47, close to Unidos da Tijuca block.
In total, there will be five sirens sounded by Civil Defense. The first of them, at 5:30 am, determines the blocking of the roads. The second, scheduled to take place at 6:50 am, means the final inspection of the evacuated area. The third ring, at 6:55 am, is the so-called attention ring. The implosion occurs at 7am, before that, the fourth siren blast will sound. Finally, at 7:15 am, the last sound of the siren represents the beginning of the liberation of the area after checking by technicians and engineers.
Civil Defense technicians, agents from the Center and Health Subprefecture will frequently be in the region until the date of the implosion to answer citizens’ questions. Posters and pamphlets with all the information were made to be distributed and posted at bus stops.
Effectiveness and monitoring
The traffic operation will be staffed by 20 CET-Rio agents, including traffic controllers and supporters who will work at roadblocks, providing guidance to drivers and pedestrians throughout the period of closures. To reinforce communication about closures and diversion routes, six variable message boards, strategically positioned, will inform about the event.
In addition, CET-Rio technicians who work at COR will monitor the entire impacted region so that, if necessary, adjustments can be implemented in the traffic light programming.
COR will be the centralizer of information from Rio City Hall’s operational teams and will monitor the surroundings of the building that will be imploded and nearby streets with 50 cameras and the use of a drone. In the Situation Room of the public facility, located in Cidade Nova, 50 agents will monitor the region and provide agents on the streets with privileged information, aiming to provide alternatives for those who have to travel through the region. All information will be available to Rio citizens through the Operations Center’s social networks (@operacoesrio) or through the COR website and application, which is COR.Rio.
Public ordering
The Municipal Guard will work with 67 agents in the operation. Of this number, 25 guards will work exclusively in traffic. Municipal guards will operate roadblocks established by CET-Rio and also guide drivers and pedestrians regarding alternative routes, to reduce impacts on traffic. The Municipal Guard teams will also focus on protecting people, preventing undue access to the detonation area and where there is a ban on movement.
Urban cleaning
Comlurb prepared a special cleaning operation to begin at 7am on Sunday, after the implosion. The Company will have 60 street cleaners, who will carry out emergency cleaning to mitigate the impact of the event in the area. Teams will remove debris, dirt and dust resulting from the implosion. Among the equipment, the following will be used: four large sweepers, a large mechanical shovel, a compact mechanical shovel, three dump trucks, six water tanks and two motor pump vans, for washing the roads with recycled water, and 15 blowers.
