The extraordinary secretary for Tax Reform at the Ministry of Finance, Bernard Appystated, on Thursday (25), that the draws planned to reward consumers who request an invoice when purchasing products and services should distribute, every year, something between R$600 million and R$700 million.

The instrument should function as a type of “legal note”, currently adopted in several states across the country.

The value estimated by the Ministry of Finance for the distribution of prizes corresponds to 0.05% of the expected revenue from the new taxes introduced by the tax reform.

“It will become a Mega-Sena. Every year we do two IBS ‘Megas da Virada’ [Imposto sobre Bens e Serviços] and CBS [Contribuição sobre Bens e Serviços]”, joked Appy, when detailing the tax reform regulation project sent by the government to the National Congress.

CBS and IBS make up the Dual Value Added Tax (VAT), considered the crucial point of consumption tax reform. They will be managed, respectively, by the Union and by states, the Federal District and municipalities. These two new taxes will replace the current IPI, PIS and Cofins (federal), ICMS (state) and ISS (municipal).

According to the secretary, the details of how this award program will work will still be done through regulations to be proposed by the Executive later on.

How it should work

In general terms, the idea is to hold a draw to encourage the issuance of invoices, along similar lines to those adopted in the Mega-Sena: a ticket would be issued to participate in the game, depending on the value stated in the measurement documents.

According to Appy, the draw should work based on the monthly amount consumed by the citizen:

  • Consumption up to R$1,000: 1 ticket to participate in the draw would be issued for every R$100;
  • Consumption between R$1,000 and R$2,500: 1 ticket to participate in the draw would be issued for every R$150;
  • Consumption exceeding R$20,000: 1 ticket to participate in the draw would be issued for every R$1,000.

The creation of the “fiscal citizenship” incentive program is expressed in article 55 of the tax reform regulation project.
