TCE-MS presents ‘Early Childhood in strategic planning’ to managers

Recognizing the importance of investing in early childhood for the healthy development of children, especially in the period comprising the first six years of life, and in fulfilling its important role of monitoring and guiding so that resources are used efficiently, benefiting children and their families, the Mato Grosso do Sul Court of Auditors received this Tuesday morning, the 25th, public managers from the 79 municipalities in the State for the Seminar “Primary Childhood in the strategic planning of the municipality”.

The event was attended by representatives of partner institutions of the Integrated Program for the Guarantee of Early Childhood Rights, established at TCE-MS through Resolution No. 185, on April 19, 2023, with the aim of articulating specific actions to encourage public policies that produce real results for the benefit of early childhood in Mato Grosso do Sul.

The president of the Court of Auditors, counselor Jerson Domingos, recalled that the Early Childhood Program began at TCE-MS just under a year ago and that it has generated positive results in the public administration of the State and municipalities.

“The heart fills with joy and satisfaction when we see that the little embryo, which was this project [Programa Integrado pela Garantia dos Direitos da Primeira Infância da Corte de Contas] less than a year ago, it is reaching the goal we wanted, mobilizing the entire public administration to care for these children. A program that, in my life and history as a public figure, I had never seen with this scope and transparency, and the involvement of the entire political class in the result of what we all want, which is a State that serves as an example for the rest of Brazil in child care. This is very satisfactory and is being made possible thanks to the cooperation of the State Government, through the Department of Education, and the institutions that make up the working committee formed by representatives of the Court of Justice, Public Ministry, Assomasul, Public Defender’s Office and the commitment technicians from our Court of Auditors”, emphasized the president of the TCE-MS, counselor Jerson Domingos.

For the general public defender, Pedro Paulo Gasparini, the TCE-MS initiative combined with institutions and powers in promoting public policies aimed at early childhood is of paramount importance. “This first event held together with municipalism is very important because it will really encourage the creation of committees in municipalities, in order to allow managers to implement this public policy not only in education, but also in health, social assistance, giving children what they really need, which is full and comprehensive care.”

“Whenever we talk about early childhood, it is important to emphasize that it is the beginning of a life and everything we can do from the beginning of a person’s life, a child’s life, is significant. And this event today at the TCE, highlighting all these policies, doing groundwork, with this view of sensitivity, affection and concern is very important for the whole society”, declared the first lady of the State, Mônica Riedel.

The table at the opening ceremony was made up of the following authorities: counselor Jerson Domingos, president of TCE-MS; advisor Marcio Monteiro; Hélio Daher, Secretary of State Education, representing Governor Eduardo Riedel; Pedro Paulo Gasparini, general public defender; state deputy Rinaldo Modesto (Alems); Célia Ruriko Wolfring, director of the Childhood and Youth Coordination at TJMS; Mônica Riedel, first lady of the State; mayor Dalmir da Silva (Assomasul); councilor Sérgio Nogueira, vice-president of UCVMS, and the public prosecutor, Hudson Shiger Kinasfhi (MPMS).

The themes – Early Childhood Committees and the Municipal Plan for Early Childhood – were widely debated by the coordinator of Reading and Writing in Early Childhood Education, professor Ordália de Almeida, and the superintendent of the Childhood Institute, Luzia Laffite.

“The purpose of this first lecture of the morning was to discuss the implementation of municipal early childhood plans in the various municipalities in the State of Mato Grosso do Sul, with a historical approach to the legal frameworks that contributed to us reaching this important moment, which It is necessary to induce municipalities to build their municipal plans, considering the reality of childhood in their specific municipality”, explained Ordália de Almeida.

Speaker Luzia Laffite highlighted in her presentation that, more than raising awareness, it is crucial to show public managers the importance of implementing the Early Childhood Plan in municipalities, since its creation, where and how this plan takes place, showing all the stages.

“The Municipal Plan for Early Childhood has several stages: firstly, it is a strategic political decision by the manager, he is the one who has to give the command so that the plan can begin to develop, obviously with the active participation of other public managers, civil society, active participation of children, a unique and important moment for each municipality. We show managers that each municipality has its own moment, but that they cannot let it pass, because the plan is an integration with all other public policies and families in society are looking forward to it”, stated Luzia Laffite.

The first panel of the seminar was mediated by the head of the TCE-MS Legal Consultancy and member of the Intersectoral Working Committee of the Integrated Program for the Guarantee of Early Childhood Rights, André Puccinelli Júnior, and the DPGE public defender, Débora Paulino.

“With this event we intend to encourage the creation and implementation of plans aimed at early childhood in municipalities. Through shared work, the transmission of the necessary information so that municipalities can execute everything in a short period of time”, highlighted the public defender, Débora Maria de Souza Paulino, who is part of the Expanded Committee of the Early Childhood Program, led by the TCE -MS.

In his mediation, André Júnior highlighted that, increasingly, the municipal public manager is being asked to implement the Municipal Early Childhood Plan, and to this end, some guidelines and goals contained in the plan were highlighted. “All guidelines, goals and proposals must be included in the Municipal Early Childhood Plan. Mayors must allocate this in their planning for the next administration, which begins on January 1, 2025 and lasts for four years. The goals will have to be defined from now on and hence the importance of the presence of these various mayors and mayors to debate this topic that is crucial for our society”

The program continued with the second Panel that addressed the “Early Childhood Budget Planning Instruments (PPA, LDO and LOA)”. The speaker was Leo Arno Richter, external control auditor at TCE-RS and mediated by the TCE-MS substitute advisor, Célio Lima de Oliveira and the director of the External Control Secretariat, Eduardo Dionizio.
