Roraima has 42,794 Individual Microentrepreneurs (MEIs), microenterprises and small businesses that can benefit from the Believe Program, which aims to expand access to credit and renegotiate debts.

The program was launched last Monday (22) by the federal government. Scheduled to begin in July, the program intends to carry out, by 2026, around 1.25 million microcredit transactions, with each operation valued at around R$6,000 (See the program’s areas of activity below).

One of the main measures is the creation of Crédito no Primeiro Passo, a microcredit program aimed at those enrolled in CadÚnico.

The initiative offers credit at lower rates so that people can undertake and generate income through three lines of action: training, entrepreneurship and employment. Believe in First Step will have an initial contribution of R$1 billion, with R$500 million released in 2024.

This investment will enable the generation of up to R$12 billion in credit. Acredite no Primeiro Passo operations can reach up to R$21,000, with a credit limit in the system of up to R$80,000, equivalent to 30% of MEI’s revenue. Furthermore, 50% of the resources will be allocated to women entrepreneurs, and the program does not charge fees from the beneficiary for the use of the fund.

To facilitate access to credit, the federal government created the Operations Guarantee Fund (FGO) Believe in First Step, administered by Banco do Brasil. This fund guarantees coverage of up to 100% of the contracted operation, eliminating the requirement for guarantors or assets as collateral for small entrepreneurs.

Believe in First Step also offers a set of training and support actions to help entrepreneurs achieve success in their businesses.

Training through training and courses to improve the skills of entrepreneurs in managing their businesses; entrepreneurship with guidance and support for the development of business plans and growth strategies; and employment, connection to work opportunities and income generation.

  • Microcredit for CadÚnico:

The Believe in First Step program offers credit at lower rates for people registered with CadÚnico who wish to open or expand their businesses. The Operations Guarantee Fund (FGO) was created to guarantee operations, with an initial contribution of R$1 billion, with R$500 million in 2024. The partner banks of the National Oriented Productive Microcredit Program (PNMPO) will offer the credit lines , with coverage of up to 100% of the operation and a limit of R$80 thousand. At least 50% of the resources will be allocated to women.

The program offers lines of credit with competitive rates for Individual Microentrepreneurs (MEIs) and Microenterprises and Small Businesses (MSEs). There is also the option of renegotiating debts linked to Pronampe.

  • Secondary real estate credit market:

The objective is to improve liquidity and access to financing in the sector, facilitating the purchase of properties.

The program guarantees exchange rate protection to encourage investments in environmentally sustainable green projects
