In a letter released to the press, cultural producers are appealing to the Tocantins Cultural Policy Council – CPC/TO, to distribute the resources arising from the financial application of the Paulo Gustavo law in order to cover the largest possible number of cultural producers .

The agenda on how the balance of financial investment and the balance of reversal of values from municipalities that did not join the LPG in 2023 will be up for vote at the next meeting of the Cultural Policy Council of Tocantins – CPC/TO, among the substitutes who compete to the notices of the Paulo Gustavo Law.

SECULT, in a report made available, presented two proposals for distributing the resource for the council to analyze and choose. Among these proposals, one includes the maximum number of projects, where 31 substitutes for the audiovisual notice would be called. The other proposal is to call the projects that had the highest score, but only 3 projects would be considered, using this criterion, one project alone would take 1 million and three hundred thousand reais and the remainder would be left to cover just 2 more projects.

The major criticism regarding this proposal is the concentration of more than 90% of the resource for just one recipient, which in the view of others would not be fair considering that the Paulo Gustavo Law, which was approved on an emergency basis, Its main objective is to ensure that artists, producers and cultural organizers could resume cultural production and contemplate the greatest diversity of places and movements in society, in addition to being an instrument to promote the audiovisual class that was penalized during the COVID-19 pandemic.

In view of this, culture makers who can be considered made a public letter to the councilors asking them to approve this proposal, where 31 will be considered with projects that will involve around 155 audiovisual professionals from 9 cities in Tocantins, namely( Palmas, Gurupi, Araguaína , Peixe, Porto Nacional, Lagoa da confusion, Paraíso do Tocantins, Dianópolis and Mateiros), in addition to reaching more than 300 thousand people, considering that the projects will be publicized in the media and will have social counterparts in the communities in which they will be implemented.

For Josevan Barbosa, the council currently has the mission of achieving social justice and looking at the diversity that will be covered with the approval of SECULT proposal 2. According to him, the resource allocated to more culture makers is the implementation of the law, and this resource will be fundamental to executing his project, which will produce a documentary about the cultural roots of southern Tocantins.

The next meeting of the Tocantins Cultural Policy Council – CPC/TO is scheduled for next Friday, April 26, 2024, in the Fire Department auditorium. The council is made up of public authorities with representatives from SECULT, SEDUC, SETAS, SECOM. SECIJU, SEMARH, LEGISLATIVE ASSEMBLY, UNITINS, and civil society, with representatives of Visual Arts, Crafts, Material Heritage, Intangible Heritage, Audiovisual, Music, Theater and Circus, Dance, Popular Culture, Traditional Culture, Afro-Brazilian and Quilombola Communities , Indigenous peoples, Architecture and Urbanism, and Literature, Books and Reading.
