TCE-MS celebrates External Control Auditor’s Day with session and tributes

With the right to a musical performance, participation in the Plenum session and tributes, Wednesday (24) was special for the state auditors of external control of the Court of Auditors of the State of Mato Grosso do Sul. In allusion to National Audit Auditor’s Day External Control, celebrated on April 27th, the festive morning also celebrated ten years since the last public competition for the position of external control auditor at TCE-MS. The tributes began at the end of the Full Court session, right after the counselors’ report, with words of thanks given by the state external control auditor of the TCE-MS and president of the Association of State External Control Auditors (Audtcems), Luísa Cheade. “Today is a very happy day for our entire career and of great importance. We are celebrating ten years of the public competition, which in fact brought countless innovations to the Court of Auditors and which has been perfected over the years. It is an honor and satisfaction for us to be able to celebrate too the Day of the State External Control Auditor. This civil servant, so important in monitoring public resources and providing procedural information, works for the benefit of society. And all of this was only possible thanks to the support of the president of the TCE at the time, a counselor. Cícero de Souza, from counselor Marisa Serrano, who was part of the competition committee. Thank you very much to you and all the counselors”, said Cheade.

In his words, the retired counselor and president of the TCE at the time of the competition, Cícero de Souza, did not hide his excitement at being able to return to the Court of Auditors of MS to receive the honor. “This is not a house, it is my house that has had a big impact on my life. I was there for 14 years and we were able to do, learn and teach many things. I am very happy to be able to participate in this tribute and very honored by the affection that everyone here received me. This is very important in my life. Thank you very much”, he thanked.

One of the honorees, retired counselor Marisa Serrano, highlighted the importance of celebrating ten years of the event. “At the time, I was vice-president of the competition committee and we decided to do it because it was necessary to fill the Audit Court with audit technicians. We ran a very well-designed competition, with an excellent team on our committee, which was a success, reflecting positively on the work of TCE-MS to this day.”

The state external control auditor, Leonor Lopes da Silva Saad, approved in the 1994 competition, represented all the auditors who participated in the competition at the celebration. “I am flattered to be able to represent all the external control auditors who carry out an extremely important activity alongside the board members.”

Before the end of the special solemn session, the president of the Court of Auditors, counselor Jerson Domingos, was also honored by Audtcems. “Today, on the 10th anniversary of the competition and in celebration of National External Control Auditor Day, it is only fair to honor two people who are part of the history of the Court of Auditors of MS, counselor Cícero who was the one who proposed the competition, with the coordination by counselor Marisa Serrano. And today, if the Court is recognized by society, this is due to the efficiency and transparency of its work, which is certainly due largely to our external control auditors along with the work of our civil servants. An integrated work that has the collaboration of all the employees of this house, with positive results for the society of Mato Grosso do Sul”.

In a Democratic State of Law, such as Brazil, the external control auditor is the person responsible for informing society and its representatives in the Legislative Branch that the information from public bodies is correct, that the expected results of programs and activities were achieved, in an economical, efficient and effective way, and that the actions taken by public managers were carried out in accordance with the law and rules of good administrative practices.

To honor the auditors, who play such an important role, April 27th was chosen as National External Control Auditor Day in Brazil. In Mato Grosso do Sul, the date was included in the state calendar on July 21, 2017, through law 5,028/2017.

Every year, several Audit Courts join the tribute on the chosen date to remember the importance of the role of these auditors, promoting events that celebrate and reaffirm the contributions of auditors’ work to society.
