Civil Defense of Santa Catarina advances in the recovery of the Sul Dam in Ituporanga

This April, the technical team from the Secretariat for Civil Protection and Defense (SDC) achieved progress in accessing the floodgates of the Sul Dam, located in Ituporanga. Access had been destroyed due to strong adverse rain events that occurred in October and November 2023.

The focus of these actions is on corrective maintenance and emergency repairs, which aim to ensure the integrity of the Dam’s physical structure as well as its proper functioning, with safety and operational efficiency. During this maintenance, the operation of the South Dam needs to be deactivated. Operations are expected to be reestablished at the beginning of the second half of 2024.

What was done at the Dams

  • Manufacture and installation of metal Stop Log gates at the Sul Dam: completed on April 4, this process allowed detailed inspections of the galleries and emergency repairs to the C4 gate, ensuring levels of tightness and safety for renovations to the conduits and metal shields;
  • Emergency repair of the access walkway to the floodgates at the South Dam: completed on April 18th and, on April 22nd, the contracted technical team carried out a technical visit to carry out the first inspection of the gates;
  • Reservoir cleaning service: also completed, this service included cleaning and removing debris from the safety areas and fences of the three dams (North, South and West). This measure aims to accelerate the capacity to empty the dam in future rain events and preserve the integrity of existing structures, thus minimizing possible risks to the population.

What is planned

  • Special Safety Inspection in Dams: in accordance with the National Dam Safety Policy (PNSB), a Tender was published to hire a specialized safety inspection service in the three dams (North, South and West). The inspection aims to obtain a diagnosis of the problems, enabling planning for the recovery and modernization of structures; The inspection will be carried out by a multidisciplinary team of experts. Bidding proposals will be opened on May 7th, according to Notice nº 22/2024, published on the Santa Catarina Purchasing Portal;
  • Preparation of Executive Projects for the Recovery of the five sets of floodgates at the South Dam: with the work order signed on April 11, the preparation of executive projects for the recovery of the sets of floodgates, shields and concrete galleries of the Dam is underway. The execution period is 120 days, with partial deliveries to be defined;
  • Immediate solution for the operation of the Sul Dam floodgates: SDC’s technical team, with the support of a contracted company and Celesc Geração, are working to guarantee this solution. Maintenance is scheduled to take place over the next 60 days, which makes it impossible to operate the structure for safety reasons during this period. At the end of the service, the operation will be reestablished;
  • Final renovation of the five galleries of the South Dam: after the completion of the second stage of recovery, it is planned to contract the definitive renovation of the dam’s galleries. Expected reestablishment of Full Operation: beginning in the second half of 2024.

Service Order for Stop Log installation

In December 2023, the Secretariat of Protection and Civil Defense of Santa Catarina issued a work order for the supply and installation of metal Stop Log gates, at the Sul Dam, in Ituporanga, part of the Itajaí Valley flood control system. The company DP Barros Pavimentação e Construção LTDA was the winner of the bid. The value of the contract is R$469,436.93. As for deadlines, the service execution period will be 75 days and the contract term will be 255 days.

What is Stop Log?

According to the SDC Risk Management Directorate, Stop Log is a system of gates or metal plates, designed to divert the flow of water in the conduit that will be inspected, with the aim of allowing the galleries to be watertight, that is, that the place remains as dry as possible, as it is necessary to divert the river that passes through the conduits. To carry out the services, the ideal condition would be to have the lowest river level possible and for us to have a long period of drought and scattered rains in the Vale do Itajaí region as, in this way, we would not have the level of the river basin rising.
