Businessman with more than R$50 million in contracts with Agesul-MS is arrested in Operation Tromper

One of the targets of the third phase of Operation Tromper this Wednesday (3), businessman Edmilson Rosa was detained in the act for illegally possessing a firearm. He was the target of a search and seizure warrant and is being investigated because of a contract with the City of Sidrolândia, a city 70 kilometers from Campo Grande.

Lawyer Félix Nunes da Cunha, who represents Edmilson, confirmed the incident. Edmilson is the owner of AR Pavimentação e Sinalização Ltda (CNPJ 28.660.716/0001-34), which also accumulates million-dollar contracts with the State Government.

In Sidrolândia, AR signed a contract in 2022 to restore primary surfacing on local roads. The work was carried out with a total investment of R$7,554,096.83, with the contract expiring in February 2023.

The State Government’s Transparency Portal contains several contracts between AR Pavimentação and Agesul (State Enterprise Management Agency). In total, there are R$50,737,379.10 in contracts.

The works are both in Campo Grande and in cities in the interior, such as Rio Verde de Mato Grosso and São Gabriel do Oeste. Edmilson’s lawyer confirmed that the businessman’s bid is the subject of an investigation.

Third phase of Operation Tromper

This Wednesday, Gecoc (Special Group to Combat Corruption) with the support of Gaeco (Special Action Group to Combat Organized Crime) carries out warrants at Sidrolândia City Hall. Politicians and civil servants are investigated for bidding fraud and corruption schemes.

As determined by Midiamax, Sidrolândia City Hall is once again one of the places visited by police teams. The palace was already the target of a warrant in another phase of Operation Tromper.

In this third phase, the councilor of Campo Grande Claudinho Serra (PSDB), who is the son-in-law of the mayor of Sidrolândia Vanda Camilo (PP), was preventively arrested. Former candidate for Sidrolândia councilor Ueverton Macedo, known as Ueverton Frescura, is also in prison.

The arrest of businessman Ueverton was confirmed by lawyer Fábio de Melo Ferraz. Another target of the operation is businessman Carmo Name Junior. Carmo was a commissioned server in Mayor Vanda Camilo’s office until 2023.

In 2022, he traveled to Chile in a delegation with the mayor and also her son-in-law, Claudinho Serra.

Warrants

In Sidrolândia, a warrant is served at the company Do Carmo. This company already had contracts with the City of Sidrolândia, which ended in February. The contracts total approximately R$14,000 and relate to the acquisition of prizes for raffles and school games.

Furthermore, the house of the former secretary of Works of Sidrolândia, Carlos Alessandro da Silva, known as Lê, would also be the place for the warrant to be served, as well as the house of the undersecretary of Education, Rafael Rodrigues.

Carlos Alessandro was already the target of Operation Tromper as secretary and was exonerated in August 2023. Milton Paiva, another defendant within the scope of Tromper, would also be among those investigated at this stage.

Third phase of Tromper

The third phase of Operation Tromper carries out 8 arrest warrants and 28 search and seizure warrants. With the first phases, the investigation identified the criminal organization focused on fraud in tenders and administrative contracts with the City of Sidrolândia.

Bribes were also found to be paid to municipal public officials. Initially, there is a new branch of the criminal organization, linked to the engineering and asphalt paving sector.

The contracts already identified and objects of investigation reach the approximate amount of R$15 million. The operation has the operational support of BOPE (Special Police Operations Battalion), the Shock Battalion and the Military Police Tactical Force.

“Tromper”, the verb that gives the operation its name, means to deceive in French.
