On average two minimum wages per month. This is the cost of each re-education in the Mato Grosso prison system. Data from the National Secretariat for Penal Policies (Senappen) highlights that from January to December last year, the State spent an average of R$2,746 thousand on each prisoner per month. Considering all the expenses of the Mato Grosso penitentiary system, costs in 2023 reached R$610 million. The values include staff salaries, food for re-educated students and other costs.

Sociologist Naldson Ramos considers that the cost of the Brazilian penitentiary system, including Mato Grosso, is quite high. Especially when compared to a student enrolled in elementary school or even high school, which, according to him, costs, on average, R$700. He states that incarceration in Brazil is the form found by jurists and approved within the National Congress , that arresting solves the crime problem.

“Today we know that this is not true, because prisons are real schools to commit more crimes or to learn how to commit more crimes within society. It is a very expensive model, justice in Brazil, including the entire system, which begins with the police officer’s investigation, passing through the Public Defender’s Office, the Public Ministry, the court and going on to the prison system”, he added.

Judge of the Criminal Executions Court of Cuiabá, Geraldo Fidelis highlights the need for investment in psychosocial teams to carry out referrals, verify the profile of segregated people, for placement in jobs, workshops and others. Investing in people is the way to combat crime at the base and thus reduce costs in the prison system, says the magistrate.

“What kind of people are we going to get out of jail? What kind of people will these people be when they gain their freedoms? Worse people than they already are. We have to use this idle time to put in work more suited to these people’s professions. And all of this is done through search work, which is carried out with psychosocial teams, education teams. So, I see that investment from the State is very important in this, so that we can truly combat crime from the ground up”, ponders Fidelis.
