It’s not a party room
Due to non-compliance with a court order, judge Paula Micheletto Cometti, from the 12th Public Finance Court of the Capital, decided to impose a fine of R$50,000 on the City of São Paulo for using the Municipal Theater to grant the title of São Paulo citizen to the former first lady Michelle Bolsonaro.

The fine was applied even after the author of the tribute, councilor Rinaldi Digilio (PRB), presented proof of payment of R$100,000 for renting the space. The judge understood that this does not change the fact that there was non-compliance with the decision made by judge Martins Vargas, of the São Paulo Court of Justice, who determined that the honor be delivered to the headquarters of the municipal Legislative Branch.
“Considering r. monocratic decision of fl. 338/348 and non-compliance with the court order, the Municipality of São Paulo proves payment of the fine imposed in the amount of R$50,000.00 (fifty thousand reais)”, decided the judge.
In the decision not complied with by the administration of Mayor Ricardo Nunes, the judge considered that the use of the Municipal Theater for the ceremony violated the principles of public administration. “What can be inferred at this moment of summary analysis is the strong probability of the corrupt act resulting in the creation of costs for the Public Administration given the need to spend resources resulting from the non-onerous transfer of the Municipal Theater to award the honorific title.”
By means of a note, the São Paulo City Council contested the fine. “As for the ceremony in question, the rental was fully paid for by councilor Rinaldi Digilio, proponent of the tribute, so there is no need to consider non-compliance with the court decision, as will be demonstrated in due course to the magistrates of the São Paulo Judiciary within the legal deadline.”
