O Ministry of Education (MEC) published this Tuesday, 30, a notice for new medicine courses intended exclusively for colleges linked to hospitals. This is the second public call of this nature. The first was launched in 2014, when only Albert Einstein Hospital opened a course in the area.

  • Each educational institution will be able to compete for between 80 and 100 medicine places, depending on the structure of equipment and programs available in the hospital unit and in the SUS network in the municipality where the course is offered.

Despite being part of the public call linked to the Mais Médicos Program, which defines criteria of social relevance for determining vacancies, there is a difference in the rule published this Tuesday for faculties maintained by hospitals, which will only need to prove the existence of equipment adequate and sufficient audiences to offer the medical course.

For other teaching providers not linked to hospitals, the public call launched last year restricts the opening of vacancies to municipalities where there is a low ratio of doctors to inhabitants.

In this new notice, there is no geographical restriction, but both the hospital unit and the educational institution must be based in the same municipality and be maintained by the same sponsor.

“In this way, the opening of medical courses by sponsors who are, at the same time, maintainers of hospital units and higher education institutions, is not based on the criteria of relevance and social need, but on the basis of the excellence of their services” , summarizes the MEC.

To qualify, the hospital unit must have:

  • Medical residency in at least 10 medical residency specialties, at least three in the priority specialties: Internal Medicine, General Surgery, Gynecology-Obstetrics, Pediatrics, Anesthesiology and Family and Community Medicine;
  • At least 5 SUS beds available per authorized space;
  • Up to 3 vacancies to be authorized by primary care team;
  • Urgent and emergency beds or emergency rooms;
  • Lack of sharing of beds reserved for the Medicine course with other academic uses;
  • More than 400 own beds.

In addition to these requirements, the hospital must have an agreement with the health care network of the Unified Health System (SUS) of the municipality where the hospital unit is located, proving the availability of adequate and sufficient public equipment to offer an undergraduate course in Medicine .

Higher education institutions must, among the requirements, have a current General Course Index (IGC) and Institutional Concept (CI) equal to or greater than 4 (on a scale of 1 to 5).

As with other educational institutions participating in the Mais Médicos public call, medical courses run by hospitals must offer a compensation plan to the SUS.

The notice says that the plan must contain an investment forecast in the SUS for the next six years, equivalent to 10% of the course’s gross annual revenue.

At least 10% of places must also be offered each year (disregarding those offered by ProUni) as scholarships for course students based on socioeconomic, ethnic-racial and inclusion criteria for people with disabilities.

The MEC emphasizes, however, that the fact that a higher education institution has been qualified for the Medicine course authorization process does not guarantee authorization for the course. Courses must follow the regular flow of regulatory processes for authorization.
